It was the stupid CDI There are apparently a number of different ones for the Linhai motors mine is the LM170MN. once you get the right one, you are in business. For clarification . . which specific Linhai clone scooter model . . first 3 VIN characters? Who was the vendor for the correct CDI? Thanks for updating this thread . . should be helpful for others researching.

Looks like yet another pointless exercise in futility . . OP appears to lack basic troubleshooting aptitude, and replies with "what else"! These slackers seem to find it much easier to exploit others, than making a worthwhile research effort.

leaking fuel VERY fast, to describe the amount in a way that you could envision, it was like a stream of water If there is a carb drain fitting (near the kick-start lever) . . is the drain screw missing?

Based on images . . appears to have a 244 Helix clone engine . . floorboard level tank, so probably a pulse pump (in from tank-out to carb-vacuum line to intake manifold nipple). Roketa MAY be a potential parts resource (check discontinued products).

"I lucked out on the handlebar situation. I pulled off more of the front plastic, and found that it actually does have a triple clamp with pinch bolts. I should be able to slightly loosen those bolts, then hold the front wheel between my feet and straighten it out. I'll wait till I ride it again, so I can get it perfectly straight." . . source

No mention of testing cylinder compression?
Were any of the replacement stator coils "wrapped" . . for an AC-CDI ignition system?
Verify crankshaft-flywheel woodruff key has not sheared, which throws off timing. Insert a probe into spark plug hole, rotate piston to top-dead-center, observe if flywheel "T" mark is aligned with case indicator.
Might also try disconnecting the CDI key-switch pin, to rule out an intermittent grounding short in that circuit. Stop engine by disconnecting the trigger pickup coil connector.
Any chance the exhaust could be obstructed with carbon, rust, nesting insects?

Technicality . . lost among the other infractions, the scooter appears to be a Jiajue 150, which would actually be considered a motorcycle in most states.
