Skeptical . . since the issue with BOTH scooters appears to be related to the last fill-up? Might try adding around 2 tablespoons of Iso-Heet to both tanks? Perhaps the tanks were overfilled, wetting the vent element?

SSR Pacifica 150Gremlin could be ignition related . . . If sparkplug electrode appears wet . . could potentially be a fuel petcock vacuum line deficiency . . .

Have you disconnected the inlet fuel line at the carb, and observed the flow to a container while energizing the electric starter?
Initially keep throttle closed for max manifold vacuum to operate the pulse fuel pump.
The latest original-equipment carbs are pretty much sealed up per federal mandate . . carb bowl screw heads are tamper-resistant, low-speed mixture screw has a metal plug over it, and the idle-speed screw MAY have a non-adjustable cap over the head.

wiring from the engine had a extra green wire Unclear if your Flyscooter is wired for an AC or DC-CDI, and if the replacement engine stator is compatible? Also check if carb slide assembly is rising properly.

If you suspect condensation may be a contributing factor . . might try adding a little Iso-Heet to the gas.

Performance green-light CDI may be an issue?
If an AC-CDI ignition system . . try disconnecting the CDI kill-switch connector to rule out ground faults in that circuit.

Parts resource. L5Y VIN is Znen. 15W-40 works fine in GY6 engines. Similar to the tire valve stems, replace the drive belt. Top speed should be 50-55 MPH . . clean the carb jets, and verify slide assembly is rising properly.

going to change . . the cdi and coil wire Might also Ohms test the trigger/pickup/pulsar coil. For clarification, is the short case conversion no longer doing this . . . "next day while it was cool . . took the dip stick out and it blew out oil in my face"

Why all the crankcase pressure. Overfilled oil level? Obstructed valve cover vent? Crankcase pressure should vent via the cam chain chamber and out the valve cover vent. Don't know what we don't know! Recall reading where one rider actually thought filling engine oil to the TOP of the dipstick port was proper.
