Roketa distributes many WMI's. The 139QMB engine is relatively "generic".
What specific issue are you seeking to resolve?

The rear carrier design is somewhat puzzling . . appears as though a trunk or basket mounted against the bar would obstruct gas refilling?

Be sure to only use 6-point sockets on variator and clutch bell nuts (pull rear brake lever).
"You can also lock the engine by putting a length of cotton rope down the spark plug hole, with the valves closed and the piston coming up on the compression stroke. Any small bits of cotton left in the engine will burn up and not hurt any thing" . . source

If "My petcock" is on a typical China scooter . . M16x1.00 appears to be the standard size . . but Scrappy also shows a M14X1.0 size.

You already know the answer . . probably unrealistic without increased displacement, and a BBK needs to be compatible with either 64 or 69mm valve length. Since the belt pulley ratio remains the same, a higher top speed requires running the engine at high rpm's, or a rear gearbox ratio change.
139QMB engine performance modifications down-grade longevity by enhancing the odds of bearing failure.
