What is the number on the replacement belt?
Have you inspected the torque driver? Deficient clutch bearing example.

The trigger coil testing portion of this video should be applicable. If deficient, splicing in a replacement does not require flywheel removal. Replacement resources include ScrappyDog and ebay.

Hard to tell for sure from watching the video . . but the fuel petcock outlet line appears to be routed to carb vent/overflow port, which should be open to atmosphere, instead of the carb fuel inlet port?

If you are referring to the $59. Pre-jetted carb/performance air filter . . black hose with bend is open to atmosphere to vent the carb fuel bowl. The image left side hose would be the carb drain line connected to a fitting on the bottom of the fuel bowl.

Which specific model? Which specific CDI ("performance" units are often a detriment)? Are you referring to missing air filter housing screws? Will the engine not ignite using starter fluid?

Insulator O-ring should contact head casting . . manifold O-ring should contact top of insulator.
In the context of preventative maintenance . . consider replacing intake, carb, CDI and coil (performance ignition components are often a waste of money).
Might also check for a timing issue by inserting a probe into the sparkplug hole to sense when the piston is at top-dead-center, then observe if flywheel and cam sprocket marks are properly aligned. Sometimes the crank/flywheel woodruff key will shear.

The most frequent scooter regret is purchasing a 50cc to elude the insurance requirements in some states. Initially select at least a 125cc engine size that is more compatible with typical metro traffic. Include Lance in your research. One scooter quality opinion.
