139QMB performance enhancements typically make the engine LESS reliable! Replace the scooter with at least a 125cc that is more compatible with traffic. Include the Bintelli 150's and Lance 200i's (169cc) in your research.

For clarification . . did the shoe casting crack?
Only you can determine which clutch and torque spring combination is most compatible with your preferences . . and it's a trial & error process.
Depending on the objective . . 5 gram sliders, slides, and a stock clutch may actually work better for keeping a 50cc 139QMB in low range longer for slightly more torque into headwinds and up hills.
If more speed is the objective . . save yourself a lot of aggravation and replace the scooter with at least a 125cc.

For testing purposes . . if the petcock is the frame mounted type (as in the video), connect the inlet and outlet lines with a section of ink tube from a ball point pen, and plug/pinch the vacuum line. If working properly, the carb fuel bowl float-valve should stop inlet flow.

Have you tried warming the cover casting around the shaft, then gently tapping on the shaft side? A hair dryer heat gun might work . . or positioning the outer cover surface over (not touching) an electric stove top element.
If ordering a replacement . . be sure to measure because there are two types of 139QMB idle shaft gears.

The 2016 Scooter Cannonball S Max entry (flyguy2) is performing very well so far.
Doesn't look too complicated . . appears to have the simpler screw-type adjusters, as compared to shims.

139QMB 50cc 4-stroke?
Depending on your speed preferences . . even the 50mph GY6 150cc engines are marginal for highway use.
