so if you bridged the starter solenoid and the motor did not turn over either the battery is bad or the starter motor is assuming the engine is not froze and will turn over with the kick start
try jumping it with your car battery if it turns over with that then you found the problem

I am in the phx area myself and I do scooter repair I also don't charge nearly as much as a shop who are pretty much limited to part replacement and trying to sell you a new scooter I can put a muffler on for about 20 and get it running again If you want

most likely culprit is the rear fender. if not properly aligned it will rub the tire other things to check are cables

seeing as the pivot is on top and it looks like a 13" wheel on the back it is a 150 just has a fancy veriator cover

the idle adjustment is just a throttle stop you can do exactly the same thing by giving the throttle a 'little' gas when you start it and its pretty much normal to have to do that when you have a few miles on

I don't think you can currently obtain a set of springs that's too strong so get the fastest rpm and the try to mach the slider weight to it

the long case comes with a different final drive gear and is intended for a taller wheel if a ten inch wheel can fit the axle it would be a wheelie machine, especially with 82cc
the popping you hear when you drop the throttle is an exhaust leak letting O2 mix with the extra rich idle mix. Fixing the leak needs either a new gasket or finding and plugging a hole in the pipe.

sounds like you could use a valve lap and a cylinder hone or possibly a week starter is the problem
If it was me I would get a new head and cylinder to swap in so you can take your time to rebuild the old ones. A head swap is so much easier to do without having to mess with the spring retainers and oil seals
the little fifty motor runs fast on the rpm per mph makes the entire engine ware out faster

finally finished and I have to say it's a big improvement. definitely has more torque and so much quieter with a functional muffler.
I guess I will see if the old cylinder and head can be saved but the piston is junk
