Which style fuel petcock . . tank bottom or frame mounted?
Have you pinched off the vacuum line to troubleshoot a deficient petcock diaphragm?

Verify fuel flow to carb . . overfilling the gas tank may have obstructed the vent canister.
Troubleshoot vacuum leaks by looping the 2 intake manifold ports together with a hose.
Observe if carb slide is rising properly.

Based on your previous postings . . you have already cleaned the carb, adjusted the valves, changed engine oil, and added a gas additive. No mention of inspecting variator weights, drive belt, or re-greasing the torque driver.

Troubleshoot with a multi-meter. Ignition coil and CDI replacement resource . . avoid performance units.

Verify intake air filter is not obstructed.
Adjust low-speed mixture screw on side of the carb (below ° vent tube) around 2 turns out.
Check valve clearance. Test cylinder compression. Consider replacing intake manifold and insulator to deter vacuum leaks.

That port vents the carb fuel bowl to atmosphere. The carb float needle may not be seating properly. Might try tapping the carb with a plastic mallet or screwdriver handle. If no joy, carb will need to be disassembled.
Consider adding around a tablespoon of Iso-Heet to the gas tank and rocking on the center stand to mix with any stratified water.
