Insert a probe into the spark plug hole. With piston at top-dead-center, observe if flywheel "T" timing mark is aligned. Sometimes the crankshaft woodruff key will shear . . or cam timing is off.
Test battery cranking volts.
How was this issue corrected? Replacement parts are relatively inexpensive. Use stock ignition components.

scripting25 . . have you tested exciter and pulse coils on a cold engine, and again when the engine shuts off? Still unclear if your scooter has an AC or DC-CDI ignition system?

Which Jonway model?
If no leaks, fuel consumption is determined by fuel bowl metering (enricher, pilot, or main jet) . . or a deficient petcock diaphragm allowing fuel to bypass the carb via the vacuum line.
Experiment with blocking off the enricher with gasket material and testing the vacuum fuel petcock.
