Take off the front plastic and look inside. Might be a broken fork or shocks might be damaged. Or maybe the fork and handlebar is loose, check it out, take pics if you can.

Sounds like the wires to the rear light assembly may be damaged or you have a loose wire back there in the assembly, or even more farfetched maybe the dealer doesn't know what they are doing and wired it wrong. The problem is most likely int he assembly though, a loose wire or incorrectly connected wire would cause those symptoms.
Do yourself a favor man, fix it then sell it, taotaos are known for being low quality with parts that fail often.

Well rebuilding would take some more gaskets of course, and would allow you to check out the crank like you think it may be. If the engine can keep moving then it isn't seized, and sometimes you hear small clanking that seems to come from the crank but is actually the variator rollers dropping down because of gravity. I actually got a free 150cc engine because the person who gave it to me thought the crank was broken because when he turned the variator he would hear clanking every now and then. I later pulled the variator off and turned it by hand without the variator on it and there was 0 clanking noises.

You said you eventually got it started. But could you describe the issues?
Has it sat for a long time? Have you cleaned the carb and are you using fresh gas? Gas sitting for a couple-few months can become very slimey and green.

Just try some wires out. I stripped apart a network cable and used the copper wire from it. If the hole is completely clogged you should try using carb cleaner and trying to push through with a wire between every spray or so. It may take a long time. I cleaned out a carb that had been sitting for a few years and the gas was crystalized and hard to remove but after about an hour of spraying and trying to push through it finally did and I cleaned the rest of it out the usual ways.

Yeah sounds like it could have been a carb issue, or a vaccuum hose was connected improperly to the tank vent and was just sucking in gas to the filter from the tank vent. It probably ran like crud because of it sucking in so much gas it was running too rich because of it.
You need to go back like 20 steps back to where you were when the problem occured, fix that then move onto upgrading or changing electronic components. One thing at a time or get hair grow gel because you're gonna pull every hair you currently have out of your head figuring it out.

Yeah I'm thinking of heating it up on the grill to see if I can put it back in place then. How do I hold the pipe without burning myself or damaging the pipe though haha

So I just finished building a scooter out of spare parts and crud around the shed. It works great except when decelerating it whines, very loudly, like it sounds like a siren sort of it's crazy. So I took a look at everything and believe I found the cause of the issue, but do not know how to solve it. The end of the pipe where it connects to the head became messed up, and it won't go back to how it is supposed to be:

I changed the regulator and I am no longer popping cdis. It now wil not turn off with kill key and will not start with pin 5 connected. Blows fuses if you hit the kill with it unhooked from pin 5. Sounds like you hooked up the kill wire wrong.

I have used gas premixed with 2 stroke oil to a 50:1 ratio in my 4 stroke once when I ran out of gas on a trip and the only options to get to the gas station were to use some of a friends premixed gas or push it 2 miles. It was a very small amount of gas, maybe half a water bottle worth, didn't cause any damage or anything weird. I would only do it in an emergency like that though, I wouldn't run with it all the time. If it was good for 4 strokes then 4 strokes would be using it already, but pistons and everything are lubricated and cooled by the oil in the pan. Adding oil to your gas will also shorten the lifespan of your spark plugs, they will foul.

In MA they are classified as limited use motorcycles once you mod a 50cc to go over 30.

I say get a 150 man, they are more reliable than getting a 50 and putting a bbk on it. a 150 will last for years and years possibly decades depending on the quality and how well you take care of it. If you just want a reliable speedy ride get the 150 if you don't care if will last longer than a decade get a chinese one and tools.
If you really just want to do 45+ on a 50cc you should get at least a 72cc, though I would go ll out get the 80+cc especially if hills will be a common factor. Replace everything in the CVT with quality performance parts that will hold up to the new torque and will match your riding conditions and style. Try to get a good understanding of how the CVT works and what it does in different parts of your ride. Get a good filter, a lot of people say UNIs are very loud, but if you tune it well it can be almost silent except accelerating under load. Experiment with jets, don't just settle for what the kit comes with. Get a good keihin carb, they have adjustable needles and fuel/mix screw open for adjustments as well.

I have fingerless riding gloves I have been using for a while, they help in everyday riding, and I fell the issue with the vibration killing my wrists and hands is more related to my poor circulation in my hands and back.
The pipe wrap idea is pretty good but I'm not so keen on foam lol, don't really like the sound or feel of it.
We have decided to make it a single day trip. Since we will have 2 scooters at the least one will carry tools, the other can carry food and stuff.
