Let me start by saying I am new to the forum and hope someone can help. I bought my wife a scooter from a private seller several months ago. She drove it home (about 15-20 miles) and when she got to our house gas was pouring from the air filter and box and would not start again. Since it was a used scooter and did not trust that it was Maintenanced properly I replaced: CDI, SPARK plug, fuel filter, gear oil, motor oil, carburetor, spark plug wire, electric choke, drained gas tank prior to changing out any parts. I also replaced air filter, and did a valve adjustment and compression test. Compression was reading 120 psi. I did get the scooter going but would only go about 20mph (per the scooters speedometer gauge) now it wont start or when I do get it to start (it is hard to start) it just stalls out within seconds. Any ideas as to what could be the problem? Please help!

The old carb probably had a stuck float or the drain valve needed closing (they do loosen up and start draining on their own if not closed tightly enough). If you replaced the carb then you need to ensure that it has the correct jets in it for that bike and then adjust it.
All in all you changed a lot of stuff in reaction to a fuel leak which may have been resolve by closing a drain valve or by removing the bowl on the carb and cleaning the float valve. Now you have to deal with all the other variables introduced by the new parts so you may need to put the old ones that matched back on the bike including the carb after lightly cleaning it, ensuring that the float is not hanging up and verifying that the drain valve is closed.
BTW: What make, model and cc scooter are we considering here?

Yeah sounds like it could have been a carb issue, or a vaccuum hose was connected improperly to the tank vent and was just sucking in gas to the filter from the tank vent. It probably ran like crud because of it sucking in so much gas it was running too rich because of it.
You need to go back like 20 steps back to where you were when the problem occured, fix that then move onto upgrading or changing electronic components. One thing at a time or get hair grow gel because you're gonna pull every hair you currently have out of your head figuring it out.

I've had that exact same problem. Twice. It's the float valve in the carb getting stuck open. Order a new float assembly, or just order a new carb for $30.

All those parts replaced, Not one thing helped with the issue at hand.....
Indeed it's a good idea to replace fluids but, What CDI, Plug etc.. did you replace with?
A hotter Coil, CDI, Plug will indeed result in a hard start condition... That is to be expected, Next is a new Battery..
The ONE item you did not mention inspection or replacement of is------ The Carburetor itself.....
No mention of tightening the drain screw-- No mention of what fluid was leaking ( gas I assume )
Throwing new parts at problem is not the best diagnoses of an issue IMO.....
Quick Fix----- Next time it starts flooding, Tap the carb with something metal a few times ( reseat the float/needle )
Long Term Fix--- Research scooter carbs, Simply cleaning may solve the issue or as stated above a "Repair Kit" may be needed.
