Take off the front plastic and look inside. Might be a broken fork or shocks might be damaged. Or maybe the fork and handlebar is loose, check it out, take pics if you can.

Is it this one: Possible you bent or broke the single tree/forks or damaged the front axle. Until you track it down the bike should not be ridden at all. If the steering head on the main frame is bent then its now a parts bike.

It maybe just a mater of tightening the Handelbar bolt----
Do the handle bars move Up and Down? -- I don't mean by simply turning left/right---
When sitting on the scoot, Is there any wiggle if you lift Up/Down on the bars?--- Only ONE nut and screw holds down the front end into the "tree"....
I was given the same advice about the "tree" being bent when I had a front end collission.
Does the front end seem squirelly ( for lack of a better term ) Non responsive?
This may help finding the screw to tighten.....
If you tighten this 1 bolt, It may save you some time and money.
Give it a try and GOOD LUCK!!!!!!!!!
