Yup I did that in elementary school.
Makes no difference if it protected you or not. In fact if you were not in the immediate area it would have offered some shelter fromflying glass from windows exploding. Schools back then had the glass with chicken wire embedded in it too so the glass would have at least been smaller chunks I guess.

Yeah, we have had people post about putting electric fuel pumps on to replace the vacuum powered ones for a long time. People do it after they have problems or do an upgrade.
Back in the day the hoses were really poor quality, most of them are coming across the ocean with upgrades in the hoses now. It is still a good idea to put know quality parts on your scooter from China.

I don't know what bulb you have I found replacement ones online, I think it was ebay, the replacement ones were 50 watts and the originals were 35 so I got an upgrade on the amount of light they put out.
You might explore putting quartz halogen lights in, they put out a lot more yeat though.

You dont need to wait an hour between coats ,and as long as you keep the paint wet you can continue painting till complete . The drying time is controlled by the type of reducer used in the paint ,in cold weather you want it to drie faster to avoid runs , and it warm you want to paint to dry slow so it flows to get a shine . I wouldnt advise mixing brands of paint might not be compatable . i have been painting autos,boats RVs for over 35 yrs so i do know a little about paint . I've never been paid for painting. I have had some pain looking very nice and then put just too much on and caused a sagging run, heartbreaking.

rustoleum is a slow drying paint, adding another coat you may need to wait a hour or longer, perhaps multiple hours. Drying speed would change with temperature and humidity. I have never painted a scooter with it but know that there are those that like it for painting vehicles with, mostly due to the price of it in the gallon cans over the price of your normal automotive paint.
Your clear coat well as long as it is a paint the is compatible with the rustoleum I'd say whenever you can hit the paint with some sand paper to rough it up for the clear. Possibly even a day after the paint is on.

Perhaps I did not read the post correctly. I thought that the page referenced was demonstrating that if you factor in inflation to the price , a 1965 vespa would cost $2,200.00 today.
