Jeeze! I can't believe he settled for a mere $200k. I would have sued the city into complete bankruptcy. I would OWN the city of Philadelphia after something like that. The mayor would be my personal servant.
Good luck getting a conviction against the cops. Cops seem to be above the law in every case against them that I've seen. I hope justice prevails in this case and these cops go to prison where they belong.

The problem is that the good cops cover that 5-10% instead of throwing them in prison for their felonies. When caught they sit home while still getting their pay, and the worst penalty is they are dismissed from the force.

One of my parents was a police officer for the Los Angeles county sheriff's department, and I could tell you stories that would make you sick. I don't know about where you're from, but the LA county sheriff's office is riddled with corrupt cops. At least it was. I don't know if they've since cleaned house, but I can't imagine they've cleaned up much. The worst thing you can do when a cop gives you an order is to defy him in any way. You will be instantly guilty of contempt of cop and are subject to a pretty good beating if they get their hands on you. Police have WAAAAAYYYYYYY too much power and authority in my humble opinion. There needs to be a LOT more oversight into their jobs to reign them in. In most cases the police are NOT your friends. Ask any cop out there. They'll tell you it's an "us verses them" mentality for the police. If you do have a run in with the police, I would recommend following ALL of their orders (no matter how ridiculous), keep your hands in plain sight at all times. They get very frightened when they can't see your hands. Fear causes anger. Anger leads to a beating or worse. Better to suffer a bit of humiliation than to get a beating, a trumped up charge, and a stay in your local jail, or a trip to the morgue.

Two wrongs here as the evading would only serve to make matters worse. When an officer requests your attention and you flee you mark yourself as a person of questionable intent. The officers did respond with excessive brutality however this could have most likely been avoided by compliance and cooperation from the rider instead of flight.
Depending on the jurisdiction flight can force the officer to respond by policy to attempt to shoot you in the arm or leg with no real personal choice in the matter.
I am a dark Sicilian and have been mistaken as Arabic so when tensions are high about terrorism I know that I need to be more polite then usual as many in the community not just the police may type cast me based on appearance as a potential terrorist. "An answer when mild turns away rage" is usually the best principle to keep in mind when dealing with a tense situation.

I have even known the good cops to go on power trips at times....depends what mood they are in. Also depends how good you know them.They all get moody.

Lots of cops suffer the "frustraded Rambo" syndrome, some of them became police officer because they like carrying a gun openly and feel "more powerful" than the average civilian, there are good cops of course, but you get to notice the bad ones mostly.

Justice would be them spending the rest of their lives nailed to crosses.

This video could not be more correct no matter what your skin color is. But I'm sure the "victim" from the original news story was a member of the local church choir that has never been arrested before. Whenever I see a police officer I also get so scared because they have those deadly guns they have with them. Heck, I would describe the "victim" as a gentle giant with aspirations of a college education and being a productive member of society.

As a consultant working with local, County and State Police and Prison jurusdictions over the years I came to know lots of officers and have not seen this gang or lots of bad or frustrated rambo type. Most are on your side and willing to give you the benefit of the doubt.
If more people took the time to say thank you and politely engage them when they see a police officer serving the community they might have quite a different impression of things.
