I recently got a 50cc scooter (I have no idea what kind) from a friend of mine. She had it and I rode it more than she did, so she finally offered to sell it. It has been out in the elements for about 4 months (wind, rain, snow) and now will not start. I believe the issue is the petcock as there was no fuel getting through the lines. I was told to remove the petcock and run the fuel line straight to the carb to see if it would start. It did not.
I have replaced the fuel filter, the spark plug, and and now waiting to see if I should order a petcock. Any ideas?

After sitting outdoors for 4 months, parts of the fuel could have gelled up and clogged one or more of the carb ports. Take the carb off and clean it really well. Go on youtube for videos showing you how to disassemble it and where the ports are you need to spray the carb cleaner in. Let us know if that helps, if not we'll move on to the next thing to check, spark/compression.

If you think it's getting fuel now then I'd check the spark next by cranking the engine while touching the end of the spark plug to the metal of the engine and see if you are getting a spark.

Confirmed bad petcock. Ran direct fuel lines for testing. No dice. Checked spark plug two days ago and it was good. Will retest when the sun is up per recommendations. Gas has been emptied out and replaced with fresh gas at the beginning of this whole thing.
I will also do the carb checks and cleaning when the sun is up. (Side note: it cranks over and "runs" on ether. Only did that for a few short bursts to attempt to burn any bad gas out.)

Its a good idea it get ride of the petcock all together. You can replace it with a manual shutoff valve . this way you don't have to depend on vacuum and those terrible vacuum valves.

I know what you have you have a carb that has no screw heads the screw heads so you can take it off also I am sure your fuel ratio mixture screw has a plug to as not to get to the adjustment screw. All this is due to the EPA so that a customer may not mess with the carb and they are set LEAN to pass emissions. What the EPA forgot is that in the US with our different types of climate ONE setting on the carbs will not work. In the summer time the motors needs less fuel and in the colder times 60 and below the motors need more fuel so one setting does not work for the U.S.
Well in your case you have TWO options get a backout drill bit and unscrew those screws and go to the hardware store to get new screws with heads AS well as drill out the PLUG that is covering the fuel ratio mixture screw OR buy an aftermarket carb which do not have those problem on them. Alleyoop

It does have a mixture screw. I found it and I think it's in one of those pictures but I can't get the screws out. A backout drill bit? I'm not a total newbie in hardware or automotive, but I've never heard of that. To Google, I suppose! :cool:

Ah. Extraction bits. I know what those are. Hopefully this town has a hardware store that is still open today, otherwise I'll have to wait until Monday.

Extraction kit failed me, but I sacrificed a hex bit and hammered it into the holes I drilled. That worked beautifully. I also got the plug off the adjustment screw! I just finished cleaning the jets. They were full of black stuff. (I'm assuming carbon build up?) I gotta fix a leak in the fittings on the bottom of the fuel tank and then I can test this reassembled carb.

Ok and when you cleaned the carb, you made sure you can see through the jets by holding it up to the light? And with the jets out YOU made sure the tiny fuel outlets by the butterfly were clear and spray came out of them like I showed in the procedure of where spray should come out ? If so then that will all work just fine. Alleyoop
