Yes Video will hopefully help tell us what part of the system is the problem. Well good that you tested for spark on the VALVE COVER because a lot of folks test for spark on the frame, BUT that is not good enough. If the ground wire from the motor to the frame is bad the spark plug will NOT FIRE when in the motor.

While I'm waiting for the video to upload, I got it to actually start, but it isn't staying running. I'm assuming that could be any number of things (Air/Fuel screw, Idle screw, etc)?

GOOD, since the plug was wet I will assume it is TO RICH so turn the Fuel Ratio Mixture screw Clockwise, 1/2 turn and the idle speed screw 1/16 clockwise(it does not take much to raise the idle) .

It ran a bit, then died. I turned the mixture screw clockwise a little more and it idled for about a minute, then died. It's too cold for me to do anything else tonight, but I will revisit this tomorrow. Thanks for all your help!

Great, we are getting there, appears it is getting to much fuel. Make sure the air filter is on and not clogged with gas or oil and or dirty which will restrict the air and make it run to rich. Will check your post tomorrow to see how your doing we are now almost there. Alleyoop

Well, I have it running, at least. But right now it's either getting too much fuel or not enough. I can just barely adjust the ratio screw and it either floods or starts then dies. I have a video of it in the only position it will start. It will start, but then I have to rev it to get it to stay running. When I stop, it dies. Video

I cannot see it very clearly but I think you need to adjust the IDLE SPEED screw it. Turn the Idle speed screw clockwise about 1/8 of a turn. What your doing when your opening the throttle is allowing more air and exposing all of the PILOT jets fuel outlets to suck out gas. So also do this, TURN the fuel ratio screw CLOCKWISE until it stops and COUNT the number of turns it took to stop. If more than 3 turns or 3 turns then TURN IT OUT 2 1/2 turns COUNTER CLOCKWISE.

Have to do supper but all that is required now is to get the right amount of fuel and idle set .

Still no dice. I have tried every possible combination of the ratio screw and idle screw. I can get it to start by revving the throttle, but it won't stay idling.

Take a couple of pictures of the LEFT side of the CARB and the RIGHT side of the carb. The problem is all with the fuel and air. Check from the airbox to the carb and the intake for any cracks also check the vacuum hoses for any cracks. OR better yet take some pictures of all the choses and intake and carb so maybe we can see the problem.

I think you need to adjust your dropbox settings to make the images visible here, but I'm not real familiar with dropbox, so I'm not sure. It's easier to use some of the other photo hosting sites such as PhotoBucket or TinyPic.

I guess I can use Imgur. Hang on and I'll see what I can do. Clicking the links I posted should work, though. That folder is set to "Public" and I can see it without being logged in from my computer at the office.
