making the intake block larger (inside diameter larger) won't do much, if anything, to the way it runs. Re-jetting won't be needed, unless other mods happened at the same time as the porting.

On my 2001 Zuma, I had the biggest gains with swapping out the primary drive with a taller geared one. Then it was the BBK (69cc Stage 6 Race), I did the pipe, rollars, and bbk at the same time (Technigas NextR, Polini super speed Variator). I also swapped out my stock 14mm with a 21mm, and swapped out my stock intake to a Polini big bore intake with CF reeds. I can tell you for sure, the carb only made maybe a 5% differance in power (only at high rpm, 9,000+), and the reeds made zero differance. I had over 60 hours of run time on that motor and it ran perfect when I sold it. It would do 55 on the flat, 50 uphill and 60 downhill. The moral of the story is; Don't waste your money on reeds or a carb until you've gotten the bbk, the pipe, variator and rollars, clutch springs, torque spring, and primary drive replaced. Good luck! (just an fyi, soft siezes are for people who don't know how to jet a motor. Always guess rich, and work your way lean. NOT the other way around.)

Tires

I want my tires so new they're still warm from Vulcanizing. Right! They mount easier when they're freshly vulcanized, and lord knows what may happen if the tire reaches 20 degrees, and warms up again while laying on a warehouse shelf... Drop the tire too hard and it may shatter! I climatize my rubber, never gets below 60 or above 100 degrees. ;-)

When I was premixing at the gas station, I would put in a little gas, then oil, then fill the tank (to avoid having the thick oil go into the fuel line). That may be a good fix for your premix prob.

I had 4000+ miles on my Zuma on it's stock belt. 3000 of those miles were with the red torque spring (and bbk, pipe, carb, exc...). Your belt issue might be as simple as having a very low grade stock belt. The idea that a stiffer torque spring can dramatically increase wear, is a myth. Just get a good belt from a known supplier and see how it goes.

Nice, Perhaps you could find some rubber pieces to mount under it at the top, to tilt it a bit more (mounting it under an angle)? I thought of that, but the windshield mounts are a little cheasy (weak) and it would have involved more than just throwing in some washers behind the upper mount to get it up...

It was even with my chin, now it's even with my nose, and the wind noise against my helmet is greatly reduced (I can hear the motor purring along now, couldn't before). In my case, it was the perfect and easy fix to the noise.

I, just today, took a torch and heated up my windshield in the middle and put a slight bend in it to raise the top of it, in order to allow the rush of wind pressure hitting my helmet, to go over my helmet (or at least hit the top of my helmet, not the whole thing), yet still allow me to see over the top of the windshield. I certainly appreciate a taller windshield on longer rides...

That's a ton of miles for a 400cc single cylinder. $3000 is too much. That's half the money for a new one and getting 25% of the bike. I'd say $2000 plus tax or keep looking...

Two strokes need a precision CVT. New rollars are always better than sliders (everyone has an opinion, right?)

Not much gain. A properly jetted carburetor would get about the same gas mileage as fuel injected. The biggest advantage would be cold starts. No need for a choke on the fuel injected.
And, on a side note, I've had two fuel injected 250 scooters (Yamaha and Kymco), and neither one ever saw 70 mpg. Perhaps if I only drove 40mph from gas station to gas station without stopping... I consistantly get 55-65mpg.

Any two stroke oil is good. Synthetic is just a waste of money. 50 engine hours after installing my Stage 6 race kit (Zuma), the motor ran like new still (running Valvoline weed wacker oil).
To answer the author's question, I soft siezed my old Zuma twice. Both times it seemed like it was running really good for 20 minutes+, then it bogged for a mile or two, then didn't quite sieze (piston stuck in cylinder), but definately let me know to stop trying to go and shut it off. If you think you're at risk, get a bigger main jet.

The 15/42 will give you higher top speed, but you might sacrifice a little take off power/hill climbing power. compared to the 16/42. What is stock?
