Sounds like an air leak. Check the intake manifold gaskets. The intake is the tube between the carb and engine. There is a spacer between the tube and engine. o-rings top and bottom. Spray some starter fluid in that area. if there is an increase in idle u have a leak. Replace the O-rings.

Try changing the fuse. Once in the while the filament will break where you cant see it. Also check the connection so that it is not touching the glass on the fuse.

You have gotten some good advice. Please re-check your valve adjustment. make sure it is top dead center. Doesn't take long to do. You have Spark. You have gas it narrows it down to air. Adjust the carb to 2 1/2 turns out. Righty tighty lefty lucy. Tighten the two nuts on top of the intake manifold. That's the tube the carb goes into. Hook up the air box, Open the throttle and spray in starter fluid. Close the throttle and roll it over. Open throttle while turning over. Should you get it to run spray some starter fluid around the intake manifold. If you get increased ideal you have a leak. The lights are a different issue. Check the fuse near the battery. Make sure it has a solid connection. Also check to see if it has blown. One other thing to check is your oil. If it is over filled it can lower your compression. Good luck.

Check or replace your vacuum hoses. With the parts you have replaced it sounds like a fuel issue. If the carb was not new clean the jets. Pay special attention to the idle jet. The small holes in it get clogged easily.

I always use . The higher the octane the more pure the gas. 87 octane has many additives in it for to days cars. The additives can cling to the jets and plug the up.

Check the rim. Many Honda's have tube or tubeless stamped on them.

a carb cleaning. You can find it on youtube. Pay good attention to your idle jet. It has really small holes. Also a very tiny hole down thru the middle. This should get it to idle and bring back the power.

Try to kick start it. You can try a little starting fluid. Open the throttle, Spray in the air box and let off the throttle. Key on roll it over and open the throttle. If it starts and dies it is a gas issue.

Check your spark plug boot. It just screws into the wire. They some times come loose. Look at the spark plug and make sure it has a gap. If you have another spark plug try it. Once in the while spark plugs do go bad.

At this point I don't think it is the battery. It is slightly discharged due to cranking. Your scooter will run with a dead battery. That is why it has a kick start. Chinese scooters are far different from cars.

Yes. Female connector is for accessories. How did you check for spark? It should be grounded to the engine and NOT the frame. Next would be to check the main ground to the frame. Sand down if need be for metal to metal contact. Then check the coil wire (spark plug wire) all the way to the end. Easiest with the seat out of the bike. At the end there r two wires. make sure they r firmly planted. Next after that check the connections at the CDI. Black box with 5 wires. Disconnect and make sure your contact point are firmly in place and not moving so they have a solid connection. This should get u going.

OEM carb could be part of the issue. Check your plug. I will guess you r running very lean. This can lead to valve issues and piston ring issues. 60cc is a very very reliable set up. You will need to up jet with your mods.

Tao tao's are known to have a tight valve lash from the factory. There r youtube vid's online. With only 34 K on it this could be your issue. I like the setting of .004 on top (intake) and .002 on the exhaust. The lower valve. Also because it is new do a complete PM.

Night think about checking your valve gap. Try .004 top (intake) and .002 bottom (exhaust). You tube has video's on how to do it. I always like to start here.
