I have a 2007 Kymco People S200 when I switched the battery to a new one, the 2 headlights don't come on anymore nor does the switch/the light on the panel doesn't illuminate. I tested voltage at the light plug/socket with the scooter on (AC, Power since not from battery right? I used both settings) and there's a green wire, brown wire, and white I think. Only had voltage from brown wire. Previous owner put LEDS under the current stock light those run of battery and come on and look like they are powered by the brown wire. I think green is ground since I saw the ground scooter wire is green.
Could it have something to do with the battery change? Is there any other fuses it could be besides the ones by the battery. I know the lights only come on when scooter is on. Both headlights are out, so I dont think its the bulbs, I get no power at socket, maybe I need to check connections to the stator? Could it be the CDI, or Voltage Regulator? I feel like those wouldn't fail randomly like that, I feel its more likely I yanked a wire when switching the battery? Is that even related?

Brown wire is low beam light power, white is high beam light power, green is ground. If you don't have the high beam turned on there will not be power on the white wire.
You changed the battery, did you hook up the wires properly? Look and make sure. It is also possible you disconnected another wire by accident.
If your scooter is AC powered, the stator powers the lights, if it is DC powered the battery powers the lights.
Bottom line is you gotta go and check those wires, trace them all, understand what connects to what. Trace from the lights back to the rectifier, make sure that is plugged in as well. Then keep tracing back.

Try changing the fuse. Once in the while the filament will break where you cant see it. Also check the connection so that it is not touching the glass on the fuse.

If you still have a glass fuse I would suggest switching to an ATM inline fuse. The glass ones are notorious for failure. And sometimes hard to find. They are sold at Walmart and auto parts stores. The splicing should be done with soldering and heat shrink. That would ensure it is secure and resistant to failure.

There is a chance the voltage regulator went bad . I would recheck all the wiring , and if every thing seems OK I'd go ahead and replace the voltage regulator. You can always check the regulator to see if it is putting out as much voltage as it should. If you end up just buying one , and it's not bad , it's always good to have a backup , and they are pretty cheap?

The voltage regulator is putting out a charge the battery doesn't die the headlight does not get any voltage I called the Kymco dealer they mentioned that it could be a headlight relay do they even make those for the Kymco 07 people s200?
