Ethanol can contain algae which can almost instantaneously clog a fuel filter. Some will use a filtered funnel when fueling their bikes if the stations in their area have a problem with algae contamination of their ethanol. Wouldn't that cause everyone who fueled up there to have their vehicles crap out soon after leaving the pump?

Make sure your cap is venting.
Does it flow well below the filter?
Anyhow, if the filter fills up that fast, you'll have to drain and flush out your tank.

Those "shocks with a can on them" are gas reservoir shocks. They can help performance, especially where damping is concerned.

When you run a larger gap, the spark has to be stronger to jump it. If your ignition can do it, then run it big. I'm not sure there would be a real advantage to using a racing plug.

I'll just jump in with this thought- does the scooter "pull" after an exact time, or just when you get up to speed? Check the alignment of the wheels front to back.

Sounds like a problem with the ignition or light switch. Does it have a headlight switch? Look for a defect in that (keeping it in the on position internally). Bad ignition switch? Same thing.
How are you with wiring?
You're going to get good if you keep a Chinese bike under the roof.
