Generally, (wait for confirmation) the idle speed screw is a screw that sticks out and has knurled edges. A mixture screw will be flush or slightly recessed in the carb body.
If it's an air bleed type (likely) then it turns IN to richen. If it's not, then it turn OUT to richen.
Prob best to contact scrappy dog for the most accurate answer.

Open your gap a bit, to .035, on a new plug.
Blow some compressed air in there while you have the plug out, then try it again.

Make sure your gas cap is venting.
Re-check the valves, too tight and it will do what you are describing- as the engine starts to make heat, they exhaust valve loses it's clearance and lifts off the seat slightly causing loss of compression.

new pod filter, thin screw clamp (took two small thin ones and threaded them together), carb cleaning, new fuel lines, tank cleaning, new flter and rejet later the bike is running pretty good. More power too, this hill I could only climb at 32 before, it climbed at 35 today. Definitely it was too lean before, as all those bogging problems are pretty much gone. Weird thing, though, I seem to have lost about 2 mph on the top end, going down this straight road with a slight decline I hit 48 with the old setup but today just 46, despite the bike running better overall. Is it possible that running lean could give more power on the top end, but less at other RPM ranges? Only if the high speed mixture was a bit too rich, and what you did made the rest a-ok, but leaned out the high end mix.

Something has to be out of alignment.
If it was a bad bearing on one side of a wheel, or a speedo drive seizing up, it won't make it pull to that side. The wheel wouldn't be affected that way.
Think about it. If you have only one disc, does the bike pull when you hit the brakes? No.

Does Peej has a kickstarter? If so, you shouldn't worry, it can run without a battery to the shop, just don't drive in the dark, the head and rear lights usually don't work without battery. If the charging system is working, so too should the lights...

Can't comment on whether you got a good deal or not, but I will say you better either get the po po involved and get the scooter back, or notorize it over to the pill sellers so you aren't liable when they inevitably do some crime with it.
Those kind of "dealers" are the worst! Free everything via SSI and welfare then, they go get pills for headaches that nobody can tell they have, THEN sell their pills. Click click, BOOM.
