Just so you know because you are new here but you have 2 guys telling you to up your roller weights who have built and modified many scoots and you have another who never has. He modified one bike with a gearing change that ultimately failed and you are ignoring the guys who know and have proven it and taking the advice of the one who generally is wrong. Be careful.

Actually when the valves are too tight the rocker arms hold the valves open and the engine has low or no compression.

It makes me sad to see you guys using a small business owner like that. If you aren't going to buy a jacket from them it seems unethical at best to go and use their stock and staff to size one then walk out the door. Either buy online or at the dealer but to use their services (the reason their prices are a little higher) and then buy from their competition to save a bit of change is messed up. Sorry but I think all this type of dealing will result in some sad faces in the future when there are no local guys because you knowingly used their time like this with out any intention of purchasing something. Shame on you and shame on you for suggesting someone else should do the same thing.
