Clutches are not that hard to change, but you should use either an impact wrench or have a friend apply the brake while getting the nut free. I prefer the impact wrench route. They are avaliable from Harbor Frieght for about 50 bucks if you don't catch a sale... cheaper if you do and they are well worth it.

Ok, so I took out the alarm... I didn't do the jump thing as you said alley, but everything works on the bike and it's charging... What do the wires you said to jump do?

You're still running too fat. The 250 I just tuned, is running a #120 main jet and it has a unifilter and a stock "low flow" exhaust system. The #120 jet is a bit large, but it seems to work with this particular bike.... My 250 is running fine with a #109 completely stock... My 150 is running a #107 completely stock.
A stock 150 with a stock carb is usually like a 107. The 150 I rebuilt for a friend is running an aftermarket exhaust, unifilter and it's running a 115 main jet.
I'm only posting this to give you a base line.
If you can go back to the stock carb, run a #109 main, and I think you will be golden. If it's still a little rich, then drop the needle a notch. If you are still lean, raise the needle a notch.

71 by the chinometer, maybe.... 71 is a tall order for a carbed 250 gy6... let alone a bbk on a 50cc..... Just put down the glass pipe....

Check valve clearances....
Does it smoke on start up then clear up? If it does, then it's valve guides... in any event, being that old, its probably time for a whole top end and head rebuild.

I am doing some work on my old 1984 Elite 125. From what I have found out, the dimensions of the belt are 799-19-28 made usually by Bando. Available on ebay. When I take the pulley off I will check out the rollers to see how they are after 12,000 miles and 29 years. I bought it new but it has sat around a lot, including a stretch of 17 years. Fuel tank was a mess. The Elites do not have the GY6 engine, that is Chinese. The Elites have a far better engine. The GY6 is a honda design. The real honda's are better because of the materials used and the quality controls but the DNA of the Chinese GY6 is Honda. Look at the side oil drain cover plug, if it's a water pumper and I'll bet it says Gy6. =)
