I know exactly what you're talking about as mine does this also. That last 10% is where the power is. On a geared bike you would just kick it down one gear to get it back in to the power band. With a CVT you've got no more throttle left to convince it to "downshift". Thrash it wide open from zero to max and you're fine.
Mine tends to spin up to max and then sag back down a bit, but I think I'm still dealing with motor tune issues.

If you're going to hack an existing usb cable then make sure you get the pin-outs right.
On the motorcycle I hooked up a cigarette lighter outlet kit from Wally world in an out of the way place. Found a source of switched power (something non critical in case I caused trouble later, the clock light seemed like a good choice), and tapped in to it with one of those blue fold over crimp things. Attached the other lead to a nearby screw to get a good frame ground. Now I can plug in any car type charger for phone or cell or GPS. Or pop in one of those cheapo two slot, car to usb adapters and charge whatever usb device I have.

Is there some sort of rubber weatherproofing ring between the wheel and the swingarm that might be catching when you snug the wheel in place?

Some brakes squeak. Some squeak a lot depending on the material the brakes shoes are made of. If your brake drum is not perfectly round that would make it drag part way around.
You may be able to clean up the drum surface with some fine paper if there is a rusty spot or something. Otherwise if it's truly out of round I think the only solution is to replace it.
As a test you could pull the brake shoes off, then put the wheel on temporarily and turn it by hand to verify that the problem is the brakes rubbing and not elsewhere in the drivetrain.

Not the wheel bearing. The frequency of the noise is many times the speed of the wheel rotation as it comes to a stop. I was almost thinking it was the fender rubbing on the tire tread but I don't see any marks.
Has to be something in the transmission or on the clutch side.
Maybe the cutch bell housing is rubbing on something inside the cover? Maybe something in the clutch assembly is failing?
Should be able to reproduce the noise just by turning the rear wheel around by hand. The clutch bell is direct connected to the wheel through the transmission gears. The clutch pack itself is connected to the motor via the belt and pulleys.

If you've got a battery and a lights, you must already have DC voltage somewhere that you can tap in to. USB is really only using 5 volts so it's not adding a lot of load to the system.

A: Make sure the paperwork is clean. It's not gonna be worth anything without a clean title. B: As long as you like to tinker and you're not too hung up about making a profit.
Plan for worst case and add up the cost of repairs. Top end kit? Clutch? Mirrors? Brakes? Belt? Battery? Light bulbs? Missing screws and hardware? It all adds up.
Sounds a lot like the Znen I'm finishing up. I added up all the receipts and I could almost have bought a new one for what I spent on it already, but I did learn lot in the process.
At 1000 miles on the clock that may or may not be accurate depending on whether or not they re-jetted it after changing the pipe and who knows what else. That may be as far as it got before they smoked it and then parked it.

The Znen is like that. Only way to get floor off is to pull the front cowl and then the inner cowl. It's quicker just to drop the motor.
