I would go for the head first. You will need to re-jet the carb after you mounted the new head.
The adjustable clip on the needle is for fine tuning after you have found the right size main jet.

Could also be the exhaust gasket that needs replacement. It tends to backfire when there is a leak...

When tuning the intake and manifold we are trying to create a smooth line for the fuel mixture to get into the cylinder. With the intake mounted in the "right direction" it would give "straight" line for the fuel mixture from the carburetor to the intake valve. Mounting the intake the other way would give a sharp angle (almost a U-turn) for the fuel mixture, and that is not what we want... Or am I totally off here?

I would suspect that it´s the auto-choke on the carb that is causing this problem...

What kind of performance increase did you notice with that variator The engine rpm's went down and is now more in the power range now and I got around 5 mph better top speed. That is on a 150cc engine with the EFI kit. I have two engines for my scoot and I havent tried it with the stroker engine (183 cc) yet. That engine also has a cylinder head with 30 mm intake valve, 26,5 mm exhaust valve and big intake and exhaust ports. Different gear ratio. I hope it will give more on that engine than 5 mph.
