Hey guys,
I just ran into a problem with my Roketa MC-17 (150cc) scooter. So it was running really rough so I took the body panels off to see what was going on. Turned out that the vacuum hose from the manifold connected to the petcock was connected to a y connector that was open on one of the sides.
So I removed the y connector and reconnected it. Now I'm running into a problem where my scooter won't go past a certain RPM (Don't know what the RPM is because there is no tachometer). Before the scooter warms up, it runs fine, but as soon as it gets warm, it hits this "wall".
It only hits this wall when under load too because when I have it on the center kick stand, its fine and accelerates normally.
I don't think that this actually has to do with the initial problem. So I'm wondering what happened/what to check.

I would clean carb/jets/filter,install new fuel filter,then plug up all the vacuum lines and run a manual petcock if it where mine ^)

All of the jets looked clean.... so I didn't do anything to them. I inspected the carb's diaphragm and found a small tear in it. Do you think this is causing the problem? How do I fix it? Will superglue do? Also, with respect to the manual petcock; where do I buy one and is it inconvenient to reach under the body panels to open it every time I want to start/stop the scooter? Tear in the diaphragm is never good. Replace it, either with a new diaphragm or with an entire carb. I have a manual petcock you can have. I've misplaced the screen, but you can take the one off your vacuum petcock.
I never had much trouble forgetting to close the valve - one time a fuel line started leaking and someone closed the valve and then let me know. Maybe three times I forgot to open the valve, and emptied the float bowl like 300 yards up the road.

With out a change in altitude or air density the bikes jetting needs aren't going to change suddenly. That tear in the diaphragm is your problem and it gets fixed by replacement. you could try sealing it with some RTV that is gasoline safe while you wait for your new one but you could have possibly catastrophic issues fixing any other way besides replacement...

I would check the intake manifold for cracks . I would replace the vac lines as a preventive measure. 3/16

if you want to , you can try some silicone sealant on the diaphram . this may work out for you.

Change to a new diaphragm! I should have an old carb laying around that I can take the diaphragm out of. Would work, right? Ok, so I replaced the diaphragm and fuel filters with no luck.
I started it up and rode it around then did a quick test run. It actually got up to speed (around 50mph). Then I was happy and was going back home. Then all of a sudden I notice the instrument panel was not getting power- couldn't use turn signals, speedo died, gas guage dead, horn, everything. Then a little bit later, the instrument panel came back on. I went back to test speed again and now I couldn't get up to speed (30mph MAX).
So now I'm thinking its an electrical problem somewhere?
Put a volt meter to the battery and was getting 12.4V off and 14.27 running. And I will repeat, the problem only occurs after the scooter is warmed up

Check the ground on the regulator rectifier and retest. 14.27 is too high and 12.4 is too low

Regulator rectifier is grounded. Tightened up wire connections while the front panel was off.
Now I'm getting ~13V while off and 14.32V while on (tested after revving engine a few times).
