So, any other insight on this thing?
Still is not letting me get to full RPM/speed when warmed up. What else should I check?

Regulator rectifier is grounded. Tightened up wire connections while the front panel was off.
Now I'm getting ~13V while off and 14.32V while on (tested after revving engine a few times).

Ok, so I replaced the diaphragm and fuel filters with no luck.
I started it up and rode it around then did a quick test run. It actually got up to speed (around 50mph). Then I was happy and was going back home. Then all of a sudden I notice the instrument panel was not getting power- couldn't use turn signals, speedo died, gas guage dead, horn, everything. Then a little bit later, the instrument panel came back on. I went back to test speed again and now I couldn't get up to speed (30mph MAX).
So now I'm thinking its an electrical problem somewhere?
Put a volt meter to the battery and was getting 12.4V off and 14.27 running. And I will repeat, the problem only occurs after the scooter is warmed up

I would check the intake manifold for cracks . I would replace the vac lines as a preventive measure. 3/16 John I don't think there's any cracks... engine and manifold are new (last 5 months). Change to a new diaphragm! I should have an old carb laying around that I can take the diaphragm out of. Would work, right? If you want my manual petcock, message me your address and I'll drop it in the mail. Thanks! I will message you. All of the jets looked clean.... so I didn't do anything to them. I inspected the carb's diaphragm and found a small tear in it. Do you think this is causing the problem? How do I fix it? Will superglue do? Also, with respect to the manual petcock; where do I buy one and is it inconvenient to reach under the body panels to open it every time I want to start/stop the scooter? Hey guys,
I just ran into a problem with my Roketa MC-17 (150cc) scooter. So it was running really rough so I took the body panels off to see what was going on. Turned out that the vacuum hose from the manifold connected to the petcock was connected to a y connector that was open on one of the sides.
So I removed the y connector and reconnected it. Now I'm running into a problem where my scooter won't go past a certain RPM (Don't know what the RPM is because there is no tachometer). Before the scooter warms up, it runs fine, but as soon as it gets warm, it hits this "wall".
It only hits this wall when under load too because when I have it on the center kick stand, its fine and accelerates normally.
I don't think that this actually has to do with the initial problem. So I'm wondering what happened/what to check.
