So, any other insight on this thing?
Still is not letting me get to full RPM/speed when warmed up. What else should I check?

your speedo shouldnt have died , they do not run off of power unless its digital.

you def have an electrical prob. the only thing electrical tht can mess with the rpms is the cdi , however the voltage powering th cdi could be the problem. try a new v regulator first , this is a cheap place to start . i guess u may also have a coil that may be bad but i would recomend , the regulator , then cdi
