Could be the CDI or the pickup coil in the stator.

Yes it should have a spring. What goes in the carb in this order: rubber "o" ring, metal washer, spring, screw.

I think the only adjustment is for when the brakelight switch engages. Sounds like you have some air in the system. Bleeding should take care of it.

From what I think I know, the R/R does effect the voltage sent to the lights, off of the yellow wire. The white wire effects the battery charge. Two different functions. So the R/R could be bad.
As for the headlights coming on brightly when the brake levers are pulled, it sounds like your headlights could have a bad ground issue. This is what I would look into before replacing anything. Check the bulb sockets for corrosion, loose connections etc.
EDIT: He beat me to it. Also, bad connections create resistance which causes heat. Heat increases the resistance.

Check for blown bulbs. Your stator might be fried.

When I replaced the coil on one of my scooters the cap on the new coil would not stay on the plug because the metal retaining clip was spaced too far. I just removed the new cap and put the old cap on the new coil lead wire.
