Engine history unknown . . so many fuel-spark-compression related possibilities! If previous owner modified variator . . belt could be rubbing starter gear (Bendix). DO NOT run engine like in this video . . Bendix could become a missile! That belt is trash Cracks in the top rubber like that put extra stress on the tensile fibers by causing a sharp bend and by amplification of any vibration problems On a fifty with the starter where it is a broken belt can wrap up in the drive pulley and beat the #&$-$+#(@ out of it

From what you say is sounds like a vacuum leak Maybe you have a cracked line ? Check for a hose knocked loose

Before you put the new line on It may be worth it to you to put some heat shrink on the spots That got worn down on the old line
I use electric tape but I don't care how mine looks

The size of the belt is determined by long or short case The size of the wheel is handled in the gear box
You can use the 835 belt in the long case it's good for gas mileage and high speed cruising but it really does bad at stop and go
Don't use the 842 in the short case it's to big and doesn't seat properly

Ah ok To start with remove the entire veriator and completely disassembled it. Take a measurement of the length of the steel tube. That tube is the boss. Then measure the thickness of the card stock File off 090 % of the thickness of the card stock From the end of the boss. Cut a washer from the card stock and slide it up against the kick start gear. Slide on the boss the steal cam plate and the pulley fan. Torque the nut down and the remove it all again. Remeasure the card stock washer as it will have been crushed thinner. Add the length of the boss and the washer together And file the boss down until the two add up. Hopefully it's nice and close if it's to short you can add some writing paper. When the length is the same as the original measurement resemble the variator and install with the card stock shim next to the motor
Oh and just in case you were wondering paper under that much pressure is waterproof

A short fan is actually a really bad idea A stock fan buts up against the air shroud and prevents the air from curling over and just spinning like a torus inside the shroud. The short fan is not only pumping less air but it's also pumping the same air over and over with probably only half going to cool the motor
So the best you can expect is 25% effect with 50% less pumping loss
You can correct this by glueing a tube from the front of the short fan to the air shroud But if you're going to be doing that much work you may as well Instal an electric fan And get 100% effect with 0% pumping loss
