First. Have you checked the valve clearances? At a mere .002 inch they start out pretty tight to start with. Next. Look for a vacuum leak. Either a hose or the intake manifold. A loss of vacuum will keep the carburetor slide from rising and shut off air flow through the carburetor.

Look in the tech section here for GY6 repair manual. The variator shaft is the engine's crankshaft. That's a major rebuild.

When it starts spray starter fluid into the carb and see if it continues to run. If so your carb is still clogged or the vacuum petcock isn't working and fuel isn't getting into the engine.

No. The rubber drive belt is used to work with the variator and clutch. It is a friction drive system and the belt pulls the clutch pulley open as the front variator expands from the rollers flying outward and making the front pulley smaller in diameter. It is the automatic transmission of the scooter. Making a direct drive with two sprockets and a chain defeats the whole purpose and would require another engagement device be built in.

it's been over a week since you wrote so maybe you have an answer by now but here goes.
A 12 inch tire will never fit on a thirteen inch rim so let's go back to the replacement tire. You wrote.
This replacement tire keeps going flat, I fill it up, stays at 40 psi for a week or so, then hops off the bead or valve gets kicked or something, and I start all over again. This last time I slowly rode to the gas station as per usual to refill it when I see it. "Out of order" sign on the air compresser. I rode the 3 miles to closest alternate. Can't keep pressure.
I don't know what "the valve gets kicked" means. The answer to your problem is to take the inflated tire on the wheel and throw it in water. If there is a leak anywhere you will see bubbles coming out. If the valve is leaking or the bead isn't set air will escape from there. Tires don't go flat for no reason. If the tire is defective that's another story.

Look and make sure that the vacuum line into the petcock isn't crimped or cracked somewhere. Vacuum changes as the engine warms up so you may have enough at cold temperatures but progressively lose it as the engine warms.

Have you checked voltage at the battery? That would be a good place to start. Also power connections throughout the scooter. An open circuit could be arcing somewhere.

I wanted a GY6-B long case 168.9cc so the only place I could find easily was www.redfoxpowersports.comUnlike GS Motorsports years ago communication was pretty sketchy. Their chat line never worked and they always said leave an email address and we'll get back to you. They always did but it seemed to me from the respondents name and the hours they were responding I was communicating with China. I tried calling their number but always got a voice mail that said call again later. The good part was they did respond on email and the scooter came in a reasonable amount of time. When it got here the cardboard around the metal frame work was pretty abused. A couple of the panels were slightly scratched but there was no serious damage. The only thing that I wanted replaced was the seat which had a quarter inch tear and I felt that in a few years it would get worse. They didn't argue and assured me they would send me one which they did. Because of all the supply chain issues it took six months to get it bit it came and is in perfect shape so I can't complain about customer service. Oddly enough the place I ordered from was in San Diego and the scooter was shipped from Texas The scooter started when I put in fuel, it runs fine and except for having to adjust the throttle cable it has been good. I'm still breaking it in and it is doing fine. In any case Red Fox was responsive, the scooter looks a lot better than my 2008 crate scooter and I'm looking forward to some good times this Spring.

Did you check the trigger adjacent to the flywheel. Also that the kill switch isn't on.

Specific model manuals really don't exist. Look around the Chinese scooter forums for engine types. Many have tech sections with information. Scooterdoc, here, scooter professor, scootdawg proboards, scooter rebels. Also Haynes makes a scooter manual.

Check all the vacuum lines and carburetor intake manifold. Spray the carb and manifold with WD-40 if the engine picks up speed there's the leak. It sounds like it's not getting enough air to gas.

there are a number of things that destroys oil. 1. condensation. this is the number one reason why short trips (to the store and back) are so hard on your oil. 2. combustion by-products. not a real problem unless you have other problems with it (bad rings, etc). 3. metal particles. these are mostly filtered but the tiniest particles get through and these are the problem. seeing as these scoots use so little oil for an oil change you can easily change it once a month and practically eliminate all of the above problems. any good name brand oil will work as long as it's rated "SE" (severe environment). IOW "oil for motorcycles". there used to be a poster on the old scootdawg forum by the name of terra nova that came up with a recipe for "boronated oil". a lot of the posters agreed with his claims that it improved engine performance and reduced noise. Read on. Terra Nova ultimately had an engine failure from his boronated oil. It didn't work.
