Did you find a manual? I downloaded one from "roketa parts department". I am looking for threads on how to give the 250B some extra HP.

Specific model manuals really don't exist. Look around the Chinese scooter forums for engine types. Many have tech sections with information. Scooterdoc, here, scooter professor, scootdawg proboards, scooter rebels. Also Haynes makes a scooter manual.
