Okay...
I'm going to try and be quick with my explanation, ask if you need more details.
The hose from the valve cover gets a fuel filter on the end and attached to the frame. On my scooter I have it bending in a u then just slightly lower than the bottom of the frame. Others say to mount the end to a high point of the frame. That way oil vapor will cool and run back in.
As for the air box, disconnect it and throw it in the trash. Amazon has pod filter for $10. The stock air boxes restrict flow and only cause problems. Only reason to keep the stock box is if you do off roading or drive on a gravel road. If not its just junk.
Now the only two parts that need a vacuum line is the carb and fuel petcock.

I also think is sounds like an exhaust leak. What type of seal did you use for the pipe? One of the doughnut type, or flange style? Flange Style Doughnut type

A light tapping is good. Once the tapping goes away, that means it's time to check the lash clearance.
I have mine set at .004inch intake and .005inch exhaust. Never had a problem.
I will admit the first time I adjusted my valves I forget to confirm I was at TDC. Set the lash and fired her up. My scooter made the loudest cracking sound against the valve cover. The rockets completely loosened up and were hitting the valve cover. Luckily there was no damage and I learned a very important lesson about TDC. It has not happened again.

dickyh... That's great news!! It's awesome when we get another scooter back on the road. I hope the experience doesn't make you hesitant on doing mechanical work. Everyone here have made mistakes, and had to fix them. That's part of what makes scooters so fun. Replacement parts are very cheap.

Looks cool. But also very uncontrollable to ride. The rider looked like he was in a Superman pose. I would choose a basic Harley cruiser over that everyday.

I would check your air box to see if it is full of oil ! I think geh3333 hit the nail on the head. Sounds like the scooter was overfilled. And since you have the poorly designed emission controlled devices still installed. The overflowing oil was pouring out the top of the engine through the valve cover vent into the airbox. Which made your air filter completely soaked in oil and restrict your airflow. First, change your oil. Next check your air filter. It probably needs to be replaced, cleaned, or just removed for a pod filter. Then remove the emission control stuff. All they are doing is channeling dirty fumes back into the carburetor to be "burned". In reality those fumes are only gumming up the engine and causing an early death.

Yes, counter clockwise richens the fuel mixture, and clockwise leans the mixture.

Sounds like she was over filled. Drain the engine oil and refill with 700-750ml.

First, you need to figure out why your tank is not properly venting. It looks like you still have the PAIR emission devices still installed. That may be causing your venting problem. I would recommend removing the devices all together. You could also try drilling a tiny hole in your gas cap.
If you think it's a vacuum problem, try replacing your vacuum lines. It's a very cheap and easy process.
I also have a question. Why is your fuel filter so dark?

Try changing the engine and gear oil. You may want to even change the engine oil, take her for a ride, then change it again. That way all the bad oil is cleared out.

Have you added extra electrical accessories? And what volts is your battery at when the scooter is running?

I'm not sure if you have seen this video yet, but it is a very good guide for troubleshooting an electrical problem. Basically what you will need to do is use a multimeter to trace your power from the battery to the spark plug. Somewhere in that series is going to be the problem. It will take some time, but go step by step.
It's the same process a mechanic will use if they had hands on your scoot.

horace.. A super Saturn wagon? That sounds mad with a crazy amount of unicorn power. But seriously, I do have to admit after watching one of their episodes I decided to paint my brake calipers. If it makes ricers go super fast, my scooter will be ridiculous.
