Crank as in Run... It will act like it really wants to start up but, its not "catching" does that make sense?

Ok.. I had to order a new camshaft holder because my other one cracked into pieces. So, I got it delivered today, put it on & this forsaken machine still will not crank!!!! It acts like it really wants to. It just won't start. The starter is fine, the carb is getting gas, there is oil in it. Everything is hooked up properly. But, for some reason, it will not start. I even checked the battery, its fully charged. My kick start thingy won't work, it has never really worked since I bought this thing brand new 5 months ago. & It just so happens that my warranty ran out like 2 weeks ago! I don't know... Can anyone offer any advice?

How do I know what size valves I have? I figured out after all this crap I did to get the stupid scooter running, that the freakin' camshaft holder (with the rocker arms on it) is cracked. I don't recall it being like that before all of this trouble started though. Anyways... Yes, its a 2013 50cc TaoTao scooter. Any ideas on how I can find out what size my valves are? Thank you in advance.

Ok, tried kickstart. Still nothing. It ACTS like it wants to crank but it wont. Its "whining" like it does right before it would start up. Like what a car sounds like when you turn the key over. Is the starter supposed to be loose? I know nothing of these stupid things, but I'm trying my best. I don't enough money to take it to a professional mechanic.

Currently charging the battery with a "Trinkle Charger" I guess it charges really slowly... Its been charging for about 30 mins & I just checked it & it still makes the clicking sound when I try to crank it. D8

Ok.. got everything put back together & now the stupid thing won't turn over!!! Please help me!!!! I'm seriously about ready to sell this piece of junk!!!! I have to get it fixed by the end of tonight, or I won't be able to go to work & I'll lose my job!

Ok, so I got everything replaced on my 50cc TaoTao scooter.. Now, I'm trying to put it all back together & so far I have be successful. However, I'm stuck on this piece. I was not outside when my girlfriend's brother took this part off, so I have no idea where it goes. Its attached to the carb & from what I gather it is a fuel line on the carb, the problem I'm having is the end that appears to bolt somewhere. See this pic? The last time I crunk it up it was making the tapping noise & smelled like it was burning. There is plenty of fresh oil in it. I ordered the parts as stated above, so I'm hoping I can get this fixed. I haven't cleaned the carb by taking it apart, should I? I just poured the STP fuel cleaner in the tank.

I have ordered new seals, as well as a new camshaft (since that one bearing wasn't moving) & a new carb. I hope this works... *sigh*

I put everything back together & when I tried to crank it up, I noticed a Smokey mist coming from the carb..

That is what I have... Sorry for the confusion, I've heard them called different things. But, yes, "Feeler gauges" is what I have. I tried to adjust the valves again last night & still the same sound. So, I went deeper in by removing the rocker arms & noticed that one of the bearings is REALLY hard to spin, while the other one is easy to spin. Is it supposed to be that way?
