I topped up tank the first week of November '13 with my usual SHELL 91 octane. Should I drain that gas and refill with new stuff or just use it. It looks like the weather will cooperate and I could start riding in the next couple of weeks. The bike starts fine, I run it for a 20mins once every couple of weeks during winter.

I'de use it. If it runs funny drain it, but I doubt it will

That is the same thing I do in the winter. Start it up once every week or once every two weeks and let it warm up and charge the battery and get the fluids flowing. Been doing that now for over 4 years same gas I use Shell 89, come riding time start and go not a problem. Alleyoop

I usually let the scoot sit on porch all winter , which is a bad idea since I usually have to buy a new battery every year . I even had a trickle charge on it all winter and the battery was still low . Prob due to the very cold winter we had in pa. I always add some sea foam to the fuel before it sits so I never had a fuel prob. Of course I use shell .

You topped it up and you if are not in a very damp location you should be OK. Add some Ethanol Treatment to the tank now to ensure things don't get messed up by any dampness from spring rains and you should be fine.

The EPA website says E 10 has a day shelf life where gas without ethanol can be good for over a year depending on conditions . When in dought drain it out and clean the jets

I'm still working off the summer fuel (Last year's) in the scooter's tank, darn the MPG.
If the old gas (fuel) works, use it in a mix with a bit of new.
