Alright here we go I got a non running scoot from my neighbor who swore he ha the title he Had the title. Guy I got it from is in jail and his family is giving me the Run around what options do I have in what I should do

Depends on what state you are in. You could take somebody to small claims court and try and get it, if you have some bill of sale or something that proves you paid for it, no proof of payment means you have no leg to stand on if the seller wants to steal it back.
You may just be out of luck, if you live in California you probably would be. If it is a 50cc you may live in a state that does not require tags on it.

And you bought the scoot without a title Never Ever buy ANY vehicle without a title people lie like a rug and promise the moon just to fill their pockets, so no title in hand just say no thank you, when you have the title give me a call. Alleyoop

howdy and welcome to the forum. lotsa knowledgeable guys here. one suggestion,. there is an option to put some kind of location info which will appear on every post you do. that helps the responder to taylor the info more to your situation on first read.

No title no buy . In SC one may apply for a lost title with bill of sale and hope there is no lien or reported stolen as many are . No title would be a parts scoot and priced accordingly or an offroad toy as it may be a hassle or have legal issues to register it for the street use . Many do not register their 50s but I did mine and got a MC tag since it goes faster than moped restrictions , I did not want to get hassled by going over 30 MPH nor labeled a DUI offender and I have addition insurance like roadside assistance and med pay since I do not have health insurance . Med pay and PIP personal injury protection pay for the ER bill if one wrecks on their own like a tire blows out

Here in Florida it is simple for the Owner of Record to order a replacement title and sign it over to you with the fee being quite low however if you are not the Owner of Record then you are out of luck here unless you spend more than the bike is worth to have an out of state retitling company try and whip one up for you.
Lesson is don't buy till you have a signed over title in hand.

At the DMV I said I want to register my motorcycle as when I first said scooter the ignorant clerl said the did not do scooters , when in fact even a moped should be registered but not enforced like above 50cc . Thieves know that most 50s are not registered which makes it hard to track if stolen . I know a few who have gotten pulled over , hassled and had their scooter impounded because a scooter hating cop " thought " it may be stolen . Get the MSO or title and make a photocopy of it and the bill of sale and keep it under the seat . NEVER have the original title in the scooter

In Mass, all you need is a bill of sale, to register or to get plates. Most scooters 50cc don't come with a tittle. I bought mine brand new and just got a typed up bill of sale from the dealership.

NY DMV doesn't issue titles for 50cc class scooters. They issue a transferable registration. So it really does vary state to state.
