What size jets do you have on the Carb and what size Carb is on there? Sounds like it is running awefully lean and seizing on you. Take a couple of pictures of the Carb area and hoses around the carb. Alleyoop

To find out if its the battery that is not taking a charge do this, connect the R/R to the battery start it up and then TEST the wire from the R/R if it is putting out 13+ to the battery but the battery then if you switch and test the battery and it still shows 12.6 then its your battery that is not taking a charge, either that or you have a bad draw someplace that is sucking the battery.
Another means of telling if the battery is shot is see what the volts drop to when starting it.

Did you put the WOODRUFF key back on the crank? The flywheel has a slot that fits over the Woodruff to align it for proper timing.

It is to LEAN, you moved the CLIP the wrong way if you moved it up, you leaned it out more, You need to raise the NEEDLE move the CLIP DOWN. Alleyoop

WHAT!! not possible BRO, if you unhooked the wire from the R/R that charges your battery NO WAY IN will the voltage read 13.9 volts off the battery THERE IS NOTHING charging it. Or am getting what you did wrong?
OR IS THIS what you mean, checked the wire right at the R/R and it read 12.6 at IDLE and at higher RPMS it goes up 13+ volts. IF so then the R/R is good and your battery is shot.

That is a defective Variator if the brass sleeve moves in or out. Those are pressed on and should not be loose.

Check the fuse on the thin red wire coming off the battery, it may be to big it should be 10a fuse, you may also have a bad ground.

Today I replaced my Trunk Wing Stop Light Flasher the old one went out and it would not flash anymore when the brakes where squeezed. 5 minute job and back in flashing business, then went for a ride. Alleyoop

Well first of all you will not find many because of the cost. And not to many scooter folks will spend that much for chrome rims so they will not carry to many choices if any. So do some googling BRO, if not you can have your current rim chromed, just remember either way it will be expense.

Here is how to adjust the Float, Now to test it put a hose on the fuel inlet and stick it in your mouth and hold it just like in the picture. Now blow into the hose and push the float GENTLY and if it seals the fuel inlet you will not be able to blow into it. That way you know the valve will shut off the fuel when the bowl is full.

All well and good but the ECUs on the scoots are not your QUAITY Control modules found in cars. And when they go bad no computer software will fix it only $600-$700 dollars for a new one. Alleyoop

Oil is golden color it is just the oil up in the hose. The catch can is it attached to where the oil dip stick was? If so they are nothing but junk, do you realize that is where the oil pump is at and it will fill the hose and can with oil. Now your crankcase is that much lower in oil. People fall for this junk all the time.
But getting back to the oil seal did you get the right size oil seal, also when you took off the old one you may have scratched the case getting the old one out. Alleyoop

Oh, so your crank oil seal is leaking, did you put in a new oil seal? Make sure your VALVE COVER VENT hose is not kinked or blocked IT HAS TO VENT.
