the auto enricher being removed could cause problems, depending on the air temperature where your at if it warm all the the time but that should only be at start up, when i put bbk kit in my scooter the first run it sputtered and ran terrible wouldn't do more than 20 upjetted and was running great, definitely check for vacuum leaks they could cause your problems , if they check out you could try next larger size jet

i had a similar problem on a scooter it turned out that one of the clutch arms was broken and always engaged, the 1500 rpm springs do not engage at 1500 rpms, Clutch springs commonly come in 3 denominations. 1,000RPM, 1,500RPM and 2,000RPM. The numbers don't indicate the engagement RPM, but rather the estimated RPM increase. For example, if your scooter's clutch engages at 2,000RPM stock and then you add 2000RPM clutch springs, it should engage around 4,000RPM. Unfortunately, it seems that the actual stiffness of both stock and aftermarket springs from one manufacturer to the next can vary, so these are just rough estimates of the increase in engagement RPM

the jet may be lean for the new engine, also check for intake leaks and any leaks near the head, make sure the head bolts are tight i am assuming the engine was shipped to you so something may have loosened up in shipping wouldn't hurt to check the valve clearances too, also check spark plug gap and make sure the cap from the wire is tight on the plug

usually a backfire is due to a lean condition i would try a larger main jet and make sure there are not intake leaks and make sure vacuum and fuel lines are good no kinks
