Why would oil be leaking from a starter motor? Aren't they above the engine and outside of the oil system?

Experiment with different settings, what may work best for one may not work best for another. Just make sure to wait about 8 hours between adjustments. It's very important to have the engine entirely cooled down, or the adjustments may be in vain due to heat expansion.
I personally set my 50cc scoot's valves to both .003 but that's through trying different settings day after day to find what worked best for it. I set my big bored engine which has a 50mm bore to .004 for both and it works great for that too, and have tried different settings.

I second on the loose spark plug boot, that's a very common issue; a bad CDI connector is also common. He said he has power on the wire going from the cdi to the coil. The only things left after the CDI sends power is the coil/wire/boot and plug. Gotta be one of those.

CDI... Capacitor Discharge Ignition... Capacitors hold charge until dischraged or they slowly leak power after the power source is gone. That's what's going on. You are not testing it right. You would need a fancy expensive multimeter with capacitor function, any other test is pointless. Some people say to check the CDI by doing an OHMZ test, but that only helps you figure out if power can get from one connector to another pretty much, and if you cannot charge the capacitors with the meter then it would not read accurately anyways...
Most likely it sounds like a bad coil or spark plug or maybe just a loose spark plug boot or wire.

You can't repair the CVT / kickstart case. It is too weak to repair. I've had that problem a few times, tried JB weld but would break again anyways. Get a new case, I've found them on ebay for around $30 before.

I'm 6 feet tall, and kind of heavy, and I ride with a passenger all the time on my scooter. It is a sunny style body, so has a small seat, but it works for us. It's really up to the rider and how you feel about the feel of it.

If in doubt, eliminate all that is not necessary. I personally do not have a single vacuum line, I have eliminated everything and replaced a few things to make things much simpler and work more efficiently. I took out all the environmental crud, replaced the vacuum fuel petcock with a manual one, replaced the carb with a keihin that does not need vacuum line, replaced the old box air filter with a UNI filter... It is much simpler, only hose I have is for the fuel to go to the inline fuel filter and to the carb, and one hose from the valve cover of the engine to the rear.
Remove the fuel sensor unit and move it up and down to check to make sure it CAN read the full range. If it can it is most likely a tad too tight where the floater lever connects to the unit, or it is sticky. If it does not read the full range then replace it, or just check visually when you think you may be low.

Thanks for the suggestions, it got my thinker thinking !! It turns out to be the center stand rubbing against the frame. Go figure !!! I've had that happen too. I found an old chair leg rubber end and stuck it on my stand, have never had issues since.

I've worked on a BMS Palazzo 150 that got above 70, but I had installed a new engine from ebay that didn't have all the environmental stuff on it, just the essentials.

It seems to be suspension related, thinking maybe a bushing, sprayed lube on shocks and forks, didn't help at all, but it does it whether the engine is running or not !!!?? Move it in any way, it squeeks, start the engine and it won't stop squeeking from the vibration !!! Annoying as It's coming from the front? Get some grease, I use white lithium, and grease up the speedo puck and the spacer. You will have to remove the front wheel to do this, but if it isn't the shocks (they usually don't squeak anyways) I would suspect the rubber parts of being a little dry. I've seen it many times on brand new scoots and really old scoots.

High idle, if not adjusted that way by the rider, is a sign of running lean. Check to make sure there isn't any openeings in the vaccuum lines somewhere, that could let in more air. What did you do with the lines that were connected to the old air box?

Looks like you may have an oil seal leaking. Check the seals behind the variator and clutch.
