too much fuel,,if the plug is wet then it's not sparking,,,try another new plug,,,make sure it's gapped correctly and lite that puppy

my money is the starter clutch is either sticking and needs lube or it has failed,,,probably lube will do it,,you need to remove the belt cover to access this part

A Man in the Know! Up Early, Must be watching Moto GP from Spain like me Marques goes down, I think he's lost the mental edge and patience, pushing to hard, third crash so far. Lorenzo rode a nearly flawless race. The only thing i know is i had a FUKIN CLIP come out and scored the sheehite out of the cylinder wall and had to rebuild the brand new rebuilt engine ,,,,,SO HAPPY!!!!!,,,it's buttons for me thank you very much

Cylinder studs may have taken a "set",, or stretched and you lost torque/clamping force

There's a few things that can cause these symptoms,,loose head bearings ,,tire imbalance,,any one or more of the steering rods or joints,,handlebar mount loose on the steering stem,,and a personal preference for me would be the addition of a stabilizer,,,and I think you hit the erratic idle as an air leak,,, check all the hoses and connections and also the carb/ manifold / manifold to head bolts

it's crazy out of time with the cam and youre bumping into the valves with the piston or a valve failed and a valve head is inside the cylinder layin on top of the piston,,,just pull the valve cover if one rocker arm is really "high" that valve has failed

UPDATE! IT LIVES! I looked into the carb and it looks as if nothing has run through it. It is pristine. All the lines are in excellent shape and no decay in the rubber. I discovered the fuel line was disconnected and there was an inline fuel filter in the bucket. Apparently the dealer knew that gas sitting in the carb was bad. I drained out all the residual gas in the tank and flushed with new fuel. I Put in a quality inline filter since I don't see a way to look inside the one I found. New battery came yesterday. Oil check was good but overfull. Cranked after a few tries! GREAT NEWS!!!!!

"What kind of carb do vespas usually come with?" ,,,it may have had the dreaded walbro carb,,,a bigger pile o kaka was never invented,,this is probably why the carb was changed to a chinese keihin knockoff,,,,change the battery look at the carb inside,,,and also the vacuum fuel taps are very suspect of failing very fast,,,i had to change mine at 200 something miles and eventually the carb with a vm series mikuni,,,the best thing that ever happened to that thing,,,they ran the walbro for a couple years not sure if this year falls into those years when they were used

The parameters of these types of calculations is enormous,,what we've been discussing are just a few of the variables that are required for concrete answers,,,temp ,humidity,fuel quality,closeness of tune to stoichiometric ( the perfect fuel/air ratio),,, and if you do the math then you will be close,,and you are correct real time testing is the only way to find the true answer,,,as the old saying goes " everything works great on paper",,,,
