So I picked up an engine for a spare, got it for free so no biggie, when I turn the flywheel I get to the T and it gets stuck, and if I turn it the other way it gets stuck about a half turn of the flywheel.
Seized piston maybe? Is that how a seized piston would act? If it is can I ditch the topend and put on another topend? Never seen a seized engine in person before so I can't say for sure if it is what I think it is till I order some topend pieces at least.

Maybe that, severly out of time, or timing chain broke/kink/to slack. Pull the valve cover and check the timing.

Also forgot to mention, the engine ran with a sawed off exhaust tube to make it loud it's entire life, it has about 500 miles on it. I see so many scooters in Boston with sawed off exhausts, then wonder why I don't se them anymore a month later, I bet this is why lol, stupid kids.

Have you pulled the spark plug and looked inside? I can't imagine that the compression would keep it from turning by hand, but just a thought.

If the Piston was Seized and Stuck It would Not Turn at All. Ive never had one stick so bad that the engine could not turn over once col by hand or Kick Starter. Ive had skirts broken off the Piston and it will rotate around until you run into the Busted Parts. Sounds like Busticated Parts inside Good luck.

Maybe is just rubbish getting in the way of the piston, a good clean might bring it back to life.

Only way to know for sure is to wrench on it though.

Gonna take a look later, all the heat and humidity is keeping me from spending real time on anything.

it's crazy out of time with the cam and youre bumping into the valves with the piston or a valve failed and a valve head is inside the cylinder layin on top of the piston,,,just pull the valve cover if one rocker arm is really "high" that valve has failed

So I finally got around to taking this thing apart. The problem seems to be the engine was on the intake stroke with the intake wide open, and over tie as it sat in someones back yard for over a year with no carb in it and nothing to cover the intake it rusted the inside of the cylinder, the top of the piston, and the valve port and entire inside of the combustion chamber portion of the head. Very thick rust. I dug deeper and found the rest of it was pretty nice, this had obviously been the first time it was opened, nothing else was rusted but a little of the shaft where the varitator sits, but that can be taken care of. Seems neglect killed the topend, but instead of getting a stock replacement I think I'll just rebuild it using a bbk.
