Yep, it's a tough situation, and my position may be wrong. When the government fails to do it's job, citizens should not bear the burden, though we often do.

If you went yo the BMV twice attempting to register your scooter, and you were turned away because they didn't know what to do, you should fight all the way! You did the right thing, and your lawyer should be able to prove you acted in good faith. There is a legal concept that requires knowledge and intent to break a law in order to be held liable, I believe your lawyer should be able to prove your good faith based on what you have posted here.
I am one who has fought the law, and I won!

Sure did! 60 degrees at 6:45 for my 30 mile commute in to Austin. 30 miles to Austin? Do you live in\near Killeen? I grew up there!

Pull the starter Bendix, check the springs, they should snap the collar and gears back smartly. If it's bad, replace (about $15). Check the drive face with teeth, check both exterior and interior teeth, replace if they are worn or missing. Check where the drive face sits on the crankshaft, hopefully the splines are OK, replacing the crankshaft is a pain.

Sounds like your starter Bendix is not fully retracted, and is bouncing on the drive face gear teeth.

16" wheels are a totally different ride, I'll never go back to small wheels!

My baby got her first wash and wax of the year today. Perfect day, 70 degrees very gentle breeze, wispy clouds, she was prancing on the center stand as I buffed a light coat of spray wax on her fresh clean body. Buffed a bit too hard on her rear side panel, and she tossed her handlebars like a philly tossing her mane. By the time I jumped on her for a quick trip to the store, she was twisting the throttle all by herself, and I found my three block trip turn into a refreshing 45 minute ride!

Sounds like the issue is with using a manual petcock. A free flow system like a manual petcock creates can overwhelm the needle under the right conditions. If you still have a stock vacuum petcock, try it and see if the issue goes away.

I think it's from the bearing cage on the variator side of the crankshaft. The "rivets" are the only reason I think that. I've never seen a cam stopper/holder in person, although I've seen them before on forums and after searching for "gy6 cam stopper" it doesn't look like those have rivets at all. Do 139qmb engines even have cam stoppers? I can't say I've ever seen one on a 50 (in forums), but who knows things change. I always thought those were only on 125+cc engines. Florida--- was your scooter engine running louder than normal the last week or two before the chain came off? Hmmm, good point, didn't realize it was a 50cc. Unfortunately, now that you've found that piece, it means you need to split the case to dig out anymore debris.

I think cyborg nailed it, it's the cam stopper I'll bet.

If it's bogging at takeoff, the main jet is probably too large, and the pilot too small. How many turns out is your air/fuel muxture screw?

Generally speaking, that's not considered a ground, the circuit is grounded, usually via a common ground, but yes that could be an issue.

If you read the data sheet on that product, you'll see it says to remove all old gasket material before applying.
