With an older machine you can also have leaking valve stem seals and worn valve guides. If you do the top end, replace these as well and get a good 3 angle valve job while the head is loose.

I have run 4K miles on the Linhai 300 since march this year. Total Maintenance; rear brake pads, changed the belt, one valve adjustment, 3 oil changes, and one tire due to a nail. I run the back roads at 60 and run I10 at 65-70 (GPS) and have no problems commuting on congested 3 lane city streets. It is plenty quick off the line and more than adequate for city roads (45-60). I can not complain about how well this scoot has run for me, but you might be better served with a different brand if you are giving up the wrenching.

Change from the vacuum fuel pump to an electrical one, I've had mine up to 77 GPS and I still had some throttle left over. The Vac pump has trouble delivering fuel at max throttle.

The carb may not even have a pilot jet installed,you need to pull it out of the bike and open it up or get another carb under warranty.

Correct, to richen it place a small washer on it. If you need to lengthen it (lean it out), you will need a new longer needle.

I would get a new carb under the warranty before digging into it. It should at least run out of the box, leaving the fine tuning to the person doing the setup.

Looks like moving the lever away from the bolts closes the choke plate for starting and moving the lever towards the bolts opens the choke plate for running. With the choke closed the mixture will be extremely rich which is great for starting, but you don't want that plate closed long or you will foul plugs. if you ran with the choke closed too long you will have fouled the plug. A choked carb is not like an enrichener carb, they work differently.

I use a true GPS, it is a Garmin Quest that is waterproof and works well on all my bikes.
