I bet its seized , pull the spark plug and see if it cranks faster . It is just not locked up . John It cranks a lot faster without the sparkplug

That connection does look bad. Typically when I do battery connections I solder the connection, then use heat shrink tubing. It may be over doing it, but I'm 100% sure of the connection. OK how should I go about redoing the battery connection? Should I just take the ring off then strip the wire down a lil bit then re crimp it? I don't have a soldering iron at the moment Lol. Beside listening the the experts here, yes I would suggest redoing that connection. Even if it is working now at some point that is going to fail. First cut off the frayed part of the wire. If you don't have extra of those O connector, gently reopen the one you have and reclamp it down. Solder and shrink tube would be the best, but electrical tape can be a temporary insulator for the time. But again, listen to the senior guys here. They really know what they are doing.

I think John thought it might be hydro locked with fuel and oil but its not,if it was there would be a mess coming out of the exhaust and plug hole. That starter sounds really gritty too me,,maybe its just me Wonder if it will fire if you put a little fuel in the spark plug hole then put the plug in tight and try? Is it cranking over faster now with the plug in and a battery jump,,or is it still stopping before compression stroke like it was?

There's a few videos of it with just the scoot battery and with a car battery. It turns over a little bit faster with the Car but still not fast enough. I'm thinking about ordering new starter motor.

Well if the wires feeding the starter are bad a new starter motor wont solve the problem,,i had a bad ground wire once and the starter turned over very slow,,the wire would get really hot and start melting the insulation,,i replaced the wire and all was good.
So make sure none of the wires are getting hot and burning through insulation from high resistance..before buying a starter. Wire is cheaper than a motor.

No that is the BENDIX the starter turns it and the gear on the bendix that parts comes out and engages Teeth on the Variator outer pulley and turns the crank to make the piston go up and down and start the motor. The shaft on the end of the bendix fits into a slot in the CVT cover. so when you put it on make sure the BENDIX shaft goes into the hole inside the CVT cover that is what holds the STARTER BENDIX level. The hoses from the tank to the petock and to the carb and just pictures of all around the top with the wires also. I noticed there is a canister on the right side like across from the carb. I am figureing that is from tyhe PAIR system which you do not have anymore So if that is the case disconnect the vacuum hose at the INTAKE MANIFOLD and plug it there and you can take the canister and its hoses out.
