I have a 2013 tao tao atm 50 a1. it will not start it. I just replaced CDI, ignition coil, new kei hen carb, new fuel and vaccum lines and still no start. I get a blue spark when I ground it to the valve cover. I see gas being sucked into the fuel filter. The battery is new and charged. I'm pretty sure it has compression cause I just replaced the head and base gasket and it pushes my finger off the hole. All it does it turn over. It won't even start with starting fluid sprayed into the intake. Please help I really want it to start.

I will take a video of it later. The only video I have of it is when it had the old carb and stuff on it. But they still do the same thing so I will go ahead and post it till I get a current video

Wow,,timing sounds out of wack to me..make sure all the timing marks like TDC and cam sprocket all line up perfect..
Its cranking slow but sounds off time to me.Maybe try to jump it from a stronger battery also..get the motor to spin a little faster.
The starter motor might be getting weak also..it has compression cause I hear that much..lol

What you want to do now IF your sure you have SPARK, is after cranking it and it does not Fire At Least once take the plug out and see what it looks like WET OR DRY.
Since you messed with the head did you TIME it correctly, recheck your timing and make sure you adjust your valves to .003 inch both of them.
If you have doubts about the timing the CAM SPROCKET two little holes should be even with the top of the head and the Marker on the Case by the flywheel should be pointing to the LINE BEFORE the "T". It could be to retarded or to advanced I don't know how mechanically inclined you are. So I always ask for pictures of the where the Timing Mark is pointing to on the flywheel WHEN the Cam Sprocket is aligned correctly.
Many mess this up once they take the head off because they did not mark the chain and sprocket before they took the cam and chain off. Alleyoop

Would a new starter motor cause it to spin faster? I'm really confused with this scoot and I want to try anything to get it started

Just saw the VIDEO and the first thing you need is a stronger battery to turn the motor over faster.Or if you have a car or buddy with a car jump the battery in the scoot BUT DO NOT HAVE THE CAR RUNNING when you jump the scoot battery.

OK next time I'm at the garage I will do that. What if it doesn't start afterwards?

Since you mentioned all that you did then I would RE-CHECK the timing. Also cranking it like that and it does not FIRE take the plug out and see if it is WET or DRY. That will tell a lot of what may be the problem, NO SPARK or NO FUEL. Alleyoop

Alleyoop When I put it back to together I made sure it was at TDC and the little holes were lined up with the walls and the big hole was facing away from the motor. And I know a little bit about these scooters so I'm understanding you perfectly. And the plug is dry

Ok Great you are mechanically inclined. Plug dry and no FIRE means no fuel is being sucked into the intake, so you currently have a fuel delivery problem. Do this take the Vacuum hose coming off the intake manifold from where ever you have it going PETCOCK or a "T" and pour a teaspoon of gas down it and let it flow into the intake connect the vacuum hose back on and see if it WILL FIRE at least once. If it still doesn't start or if it does start then what should I do.

Try a strong battery or jump it first and put fuel into the line like Alley said,,then tell us what happens..if the motor doesn't crank any faster with a good jump then the starter is bad or its out of time one tooth..
