Hello,
New to the forum. Have a friend that bought a 250cc scooter back in 2009, took delivery, but then never assembled or started it. Been sitting on his back patio since then with the Arizona sun cooking it since then. He would like to sell it to me as he knows I am looking to buy one but I am concerned if this thing will ever be revivable. I am going to look at it on Tuesday pm.
I am looking for suggestions as to what to look for, what to keep in mind. Is it possible to revive a scooter under these circumstances?

So your saying it is still in the CRATE? Of course in such hot conditions the Hoses need to be replaced, new oil, new battery, new cvt belt just because of the heat don't want to take a chance on it being rotted. If the motor or gas was never added that is good. Also check the tires they may be rotted out and cracked from the heat, then you would need new tires.
VERY IMPORTANT: I would take a CHARGED UP BATTERY or a BATTERY JUMPER with me and see if the motor turns over if it does not a problem everything else would be minor. Alleyoop

If he never regeisterd/titled it then the Manfacturers Certificate of Origin will be in his name and potencially non-transferable so you may not be able to register or title it yourself. Verify that point with the DMV before getting too far into it.
2009 in the Arizona heat I would say tires especially are unsafe. Never started or gased up is a good thing but out on the patio (opened or covered patio) not assembled does that mean still in the crate? If out of the crate does he still have all the parts to assemble it with? Uncovered storage could also mean it needs a muffler and if that has filled with water so it got to the exhaust valve then the entire engine would be history.

I take it water in the oil is a bad thing...cracked head?

The government stores airplanes outside in AZ. Other than sun fading there might be very little really wrong with it.

Just go over it like Alley said,,if it was never gassed up it should be fine after a proper PDI and replace battery,belt,...remember a scooter never dies,,it can be rebuilt easily...

I take it water in the oil is a bad thing...cracked head? Seized up and would need the engine replaced at worst or at least needing a new head. Bigger issue would be if you could get a new MCO (Manufacturer Certificate of Origin) from the importer signed over to you. Without it most States will not accept the bike as legally imported, owned by the current person who posses it and meeting DOT or EPA regulations. Keep repeating "No Title No Sale".

Ok, so an update. I was supposed to see the scoot tonight but he had something come up. But I did get some more details.
It is not a 250 as he originally told me, it is a 150cc Roketa Bali. He did assemble it and even tried to start it ( as in he did put gas in it) but thought that he got a bad battery. I asked and no, he did not put it, the battery, on a trickle charger, just installed it and tried to start it.
He has had it under a tarp most of the time but stated that it blew over last year during one of out monsoon storms (late afternoon thunder shower with blowing dust)
On the bright side, he wants me to just take it and if I can get it running, then we will talk about a price. This is someone I've known for about 20 years and trust.
Title is still up in the air. If I do end up buying it I will require that he register it in his name so that he can then transfer title over to me.

Does he still have the original MCO and is it still valid after 5 years. Some states only accept them within a short time after being issued. Verify that the MCO is still valid in your state and that he can actually get a title before going any further.

There are several places online you can order a scooter carb for under $40. If you don't want to de-gunk the one that is there. Prob best to just buy a new battery (your best bet). Check all the hoses for dry rot. Replace faulty vacuum lines as needed. Prime the fuel line after you fill it with some ethyl. I bet it starts right up, unless there is something else he is not remembering to tell you. Check the china-meter. How many Klicks does it read?

In addition to the fuel and vacuum hoses, I'd give the coolant hoses (and coolant level) a look-see. I think he discovered it was a 150 so he shouldn't have to worry about the coolant or hoses.

So, semi good news on the MCO. If his name is not on it, as not put on by the seller or that he has not filled in his info, He can just hand it to me and I can register it in my name. DMV advised me it would still be good even after 5 years.
If it is in his name, then he will have to register/title it to transfer to me.
Other than that, It is a nice model of scooter from the online pics and reviews I have read and me being a big guy, it would be a great fit.

The Bali 150 has a pretty good carry capacity due in part to the lighter weight of the 150cc engine over the 250cc version which could be a plus for a larger person. Some of 250cc bikes are so heavy there is no real capacity left in the suspension for taking a passenger unless both they and the rider weigh less than 150 lbs each. If memory serves me the load rating of the Bali 150 is somewhere around 390 lbs. One of the factors that lead me to purchasing my Aprilia 250 was the 465 lb carrying capacity.

Small update. I am going over to see it tomorrow in the morning. I was able to get him to name a price. He says he would let me have it for $150. If it is any kind of salvageable condition I will likely buy it. I'll throw in an update tomorrow when I get back from seeing it.
