You said he started to bolt stuff on , what exactly did he add to the scoot ? My carb also has a shutoff at the bowl and at the end of the drain hose.

There is a different belt, carb, cdi, coil, variator rubber (not sure what this is called) and pipe. Everything but the pipe has been removed and switched back to stock.

I'd be checking the main jet(s) sizes in both carbs. In the video, you are running it with no air filter/box on the carb and what appears to be a performance pipe. It could be running VERY lean right now.
Is there a possibility this guy put a Big Bore Kit (BBK) on it?
I'd also double check the variator and make sure everything is properly placed in there, if you haven't. I just have a hard time taking other peoples word or trusting their work unless I know them or saw it with my own two eyes.

Glad to hear that you are learning. Did you adjust the air/fuel mixture yet,,that makes a huge difference as well? I set it at 2.5 turns out. Its hard to get it set correctly with the idle so high. There's no tach so I can't tell how fast the idle is, but the rear tire is spinning like crazy and if I use the brake the engine dies.

What filter are you using? That would help because that can change the amount of air flow considerably., and would effect the main jet size.
Have you ran it with a filter yet? It may run better.
It's somewhat of a guessing game right now. I'm not really sure what jet for that setup. Without a bbk, it doesn't need to be huge, imo (90s). However, it shouldn't be in the lower 70s either, IMO. The airflow makes all the difference.

The FIRST PROBLEM you have is you do not have an AIR FILTER on the carb. Without one you will never get it to run right. So put on the AIR FILTER you are going to use Air Box or whatever. I saw the VIDEO and it is obvious when it does start and run it is LEAN due to no air filter(NOTICE HOW SLOW WHEN YOU LET GO OF THE THROTTLE IT DROPS THE RPMS) that is because of to LEAN of a condition. So adjusting anything is fruitless. Once you put on the AIR FILTER you will cut some air off and its then that you can do your adjustments. Alleyoop

Pod filters are like running no filter at all,,they have little to no restriction,,a GY6 will never run right with the addition of a pod unless its jetted and tuned.

Ok guys, I took the carb back out, cleaned it, ran the jets out with a piece of wire and then re-assembled with the filter on this time. (Sorry, all I have is this pod filter.) It does run LOADS better. Takes a lot less gas to keep it going, but it still wants to die.
It's really hard for me to tell if there's possibly a problem with the variator that doesn't let it idle w/o spinning up the rear wheel or if the problem is related to the carb and it not allowing it to idle down.
I uploaded a new video. This is the lowest that I can get the idle, but it will still die if I don't just barely give it gas every few seconds. (I realize there isn't much to see, this is just in case it helps to hear how it is running.)
Thoughts?

Ok try this it is RUNNING TO LEAN. Get some tape, and tape around the pod filter starting from the end, tape off about 2 inchs all the way around to cut some air off. Alleyoop
Also take the CVT cover off maybe the weights are out of position sideways and the belt is already pulling the belt down in the clutch pulley. Take a video of that if the taping some of the pod filter to cut some air off still won't let it idle down.

Yes Jersey, a sock will also work all your trying to do is cut some air, but hopefully a clean one YOU DON'T want to stick up the place Alleyoop
