On my bike for overall balanced performance and riding in foul weather including the Tropical Storms we have here the stock one in the tuned port air box is the best one. Would be stranded much of the time without one that it completely weather proof.

I've tried many filters I like the two stage uni filter the best seems to flow best and I ride in all weather with it. As long as its oiled properly it works fine I ride in rain and snow no issue.

I got a K&N type conical, little bit of rain and its fine, if it pours, my bike runs sluggish. I rigged up a cut up inner-tube to go around my filter, I'm still working on bettering my stuff for rain...

I found a bunch of Fram filters for lawn tractors that are identical to a K&N Round Universal Air Filter. They were at Wal-Mart for $2.00 each so I bought 6. They work great. I did have to cut up part of a pea trap and an old air filter snorkel to make it work.

I prefer any foam filter I can just wash, dry, re-oil, and replace. Those tend to get cleaned the most often. I just pick a hot sunny day to do it. An exception is when the new air filter is inexpensive such as with the Grom, where a new paper filter is under $10. As far as the best material, I can't say, but some very expensive bikes come with paper filters. I have always thought K and N filters were over-priced and their cleaning and oiling kits both over-priced and something of a sales gimmick.
