I have come across 3 scooters this past summer (actually more, but 3 different causes here) with the same issues:
1. Carburetor needs tuning. The A/F mixture is wrong and it bogs down. Ended up being the maine jet. 2. Carburetor needs fixing. The diaphragm was broken/torn and while it would idle fine it would not lift allowing more fuel. 3. Missing belt. Self explanatory. Just a few shreds left 4. Loose variator. The nut was loose, so while it was not enough to rattle, it was enough to allow the belt to slip.
Ok, so there were four. Acutally 27 I believe is the accurate number. Anyway, all 3 (27) superficially had the same symptoms, same engine sound.
Ok, here's another cause I just remembered. Spark blowout.

Oh, and I have replaced the fuel/vac lines, CDI, complete disassemble and clean of carb, fuel filter, and gas in tank. Check how you hooked up the fuel and vacuum lines. If you are sure they are right take the carb apart and make sure that is put together correctly. It's easy to miss something. Don't use the old gas filter, put a new one on.

is that a pull start ATV engine, Ally? Yes, it is a pull start but I never use it, actually I just took if off and left it open more cooling of the cvt. Alleyoop

Ok, time for some pictures and or VIDEO the best of the Carb area and hose connections. Also of it Idling and giving it a little gas. Now if you took the carb apart and taken out the jets and the defuser the Needle guide might have dropped out and you did not notice. Check if the needle guide is in there. Also push the Cylinder up with your finger and see if the needle comes out as well. The needle may have come loose from the cylinder and staying down. Alleyoop

Ok did you do as suggested and try running the bike with the cvt cover off to see what happens? take the cover off and roll the bike around... does the back gear assembly with the clutch turn? sounds like something is locked up back there- rear brake maybe even?

or put the bike on the center stand and see if the back wheel spins freely (derp) You say that you know the clutch is fine- how did you test it? if the engine bogs down before it engages you probably wouldnt get an accurate test. Can you get the rear wheel to spin when the bike is on the center stand and the rear wheel is off the ground? It takes a lot less power for the engine to move the wheel under no load - it might not bog down when its on the center stand. If this is the case it might clear a few things up...

my scooter runs but wen its on the back stand an the bak tire is up off the ground it spins but wen u put it down an try an take off it don't go no where..........im trying to figure it out y if any help pls write bk or answer an help me out if u can

I just went back and read some . I suggest buying a new carb , they are cheap enough. These carbs can be headaches to work with, very easy to take apart , clean and diagnose, yet they sometimes do not cooperate. If you are still bogging on accel, I would purchase a new carb . if it does not fix the issue , well you have a back up carb which is always helpful. If you replaced all vacuum lines , have a clean air filter with no obstructions and eliminated any other leaks at the manifold , then I'd jump on a new carb. Its been how long now and you are still having the same issue . I had a carb issue when I first bought my scoot , I ended up with a new carb and the problem was solved. It was a bogging issue also.

I sure wish the original poster would have followed up I’m having what sounds like the same issue on my 150cc gy6. Does anyone know if there is anything else that would cause these symptoms? I’ve tried two different cdis, three different carbs, two different intake manifolds, two different transmission kits, two different final gear kits, three different cylinder heads, a-big bore and now am back to my stock bore and and still bogging. , I’ve torn the engine down four times and put it back together. The only parts I can think of that have stayed consistent across my testing has been my exhaust, my rectifier, my and my electrical wiring. I’ve purchased a new battery and have a new taida starter. This is my daily driver and I’ve been out of commission three weeks already breaking my back on this thing lol. Please have mercy and help a fellah out!
