I'm still learning about how these small engines run. What's a CDI? What does it do? And what are the benefits of getting a "performance CDI"?

Capacitive discharge ignition. The performance cdi will just advance your ignition slightly.

The cdi is pretty much the brains of th ignition system, it sends a signal which alows for spark at a certain time. Some cdi have a different timing curve which can increase performance. But beware , some do not work that well.

If the stock CDI has a RPM limiter then a CDI without one will yield more RPMs . A brand name CDI is often of better quality than a stock generic one even if it has no gain it may last longer

I found that a performance, no-rev-limiter CDI did improve my 150's performance considerably, from starting, to idle to WOT. These CDI's are commonly found on eBay and from suppliers in "red", "blue" and "orange" color-anodized heat-sink extrusions. I ran a "red" one for 4-years with terrific results until I got it wet. THAT killed it. I just replaced it with a "blue" one. It's running fine, but the blue ones have gotten a poor reputation lately. I'd go with the "yellow" or "orange" one.
I also added a Bando Japanese coil, and iridium spark plug, and between the upgraded CDI, coil and plug, I obtained NOTICEABLE improvements across the board in performance and starting. These changes increased my idle enough that I had to back off the throttle stop-screw on the linkage at the carb a little.
After years of running these changes, I can highly recommend them over factory parts. They are not expensive, and are quick, easy mods requiring few tools and little skill... LOL!

So bottom line is that if you are not having any real problems leave it alone. When I did finally have problems on my old bike I went with Orange CDI and the matching High Output Coil for better spark and starting in cold weather. Just make sure to verify if you have an AC or DC system as they are not interchangable. The CDI is an invention of a certain Nicholi Tesla back in the 1890's. en.wikipedia.org/wiki/Capacitor_discharge_ignitionMy father worked for the Eltra Corporation who through their Prestolite division working with Chrysler came out with the first workable systems used in the automotive industry. Since my dad was an engineer with them even though in another division of the company we got a prototype system to install in the family car as part of the real world testing effort. The original Prestolite/Chrysler system would upgrade any Chrysler, GM or Ford ignition however GM and Ford chose to come out with their own much more costly variations rather than work with what Prestolite had developed. The system was much more reliable than breaker points and helped a lot in the winter when it was sub-zero outside.

So, when I'm operating at top speed / WOT, I sometimes get these momentary "misses". Lasts all of about 1/2 a second. Could the CDI have anything to do with this, or am I looking at something else?

Could be a number of things. Fuel flow , cdi , coil , carb and on we go. Its prety much a diagnostic adventure.

I would check the connections at the coil . I would check all the ground connections .
