Other countries other laws. In USA it would be a felony, if not a serious crime to leave the place of an accident.

She was not watching her mirrors, sat in the center of the lane trying to block others.
As the guy passed her she bumped and wiped out.
Her helmet was not fastened and went flying.
The rider she hit stopped.
The rider behind avoided the collision and went past and continued their way.
The other rider, with the camera, avoided the collision and went past and continued their way.

caused the bike to do that? The guy with what appears to be some sort of compressed gas tank on the back rack took her out. You can see him just bump her before she takes the dive.

caused the bike to do that? the luggage the passing scoot is carrying hit her handle bar... that fall is so brutal i don't know if a 3/4 helmet would have been much protection considering the way she went down. certainly didn't help riding without tighten the straps though. ouch!

Her fault. you can see her moving slightly to the left. appears that she was making room for the bike on her right to pass and never saw the scoot on her left. driving at night makes it difficult to see what is actually behind you when your blinded by numerous headlights and street lights. edit: she could have just drifted over afraid of the wall. who knows? either way painful to watch.

In some countries it is considered a capital crime which carries a death penalty to fail to render aid. For instance if you see someone drowning but can't swim and don't throw something that floats toward them or at least call for help you could be sentenced for failing to render aid and face capital punishment.
The guy that drove off should have stopped unless he was just chasing after the guy that squeezed through while his buddy with the camera stayed behind to render aid.
